This collection of scientific papers is a direct output of the 2nd Czechoslovak Symposium titled "AI in Administrative Law: ROBOT – GOOD SERVANT, BAD MASTER," held on October 2nd and 3rd, 2025, in the Tokaj region. The symposium was organized as part of the research project VEGA no. 1/0062/25, entitled "Automation of Decision-Making Processes in Public Administration".This proceeding provide a comprehensive presentation and professional confrontation of knowledge regarding the use of artificial intelligence within decision-making processes in public administration, at both the national and European levels.

Individual contributions examine the theoretical limits of national regulations, as well as practical impacts in sectoral areas, such as the digitalization of the labor market, alternative resolution of administrative disputes, prevention of illegal content, and the specific issue of liability for null and void decisions issued by artificial intelligence systems. The ultimate goal of these contributions is formulation of legislative recommendations aimed at streamlining administrative proceedings in the Slovak Republic, while simultaneously respecting the principles of the rule of law and the protection of fundamental human rights and freedoms.

A total of 49 full-time doctoral students will present the results of their scientific research work, of which 21 doctoral students in the section of medical and natural sciences (Faculty of Medicine/Faculty of Science) and 28 doctoral students in the section of social sciences and humanities (Faculty of Law/Faculty of Public Administration/Faculty of Arts).

This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.

Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. The publication creates an interdisciplinary platform for knowledge exchange between academia and professional practice. It reflects current trends in the digital transformation of the public sector and highlights key challenges related to the systematic integration of AI into state and local administration processes. On November 28, 2025, the Department of Commercial Law and Economic Law, in cooperation with the Department of Labor Law and Social Security Law of the Faculty of Law at UPJŠ in Košice, organized the 10th anniversary student symposium focused on commercial law, labor law, and IT law. The symposium, entitled "Decision-making practice of judicial authorities in private law II," built on the success of the previous year and once again provided students with an opportunity to showcase their analytical skills and legal creativity. The symposium was prepared as part of the APVV-23-0331 scientific project "Integration of the Capital Markets Union: Changes in Corporate Financing and the Rescue of Commercial Companies in Financial Difficulties."

Súčasne potreba vytvoriť učebnicu pre vysoké školy uvedeného typu bola motivovaná požiadavkami a značným záujmom pomerne veľkého počtu samotných študentov a absolventov o danú problematiku v súvislosti s nedostatkom podobnej  učebnice zameranej na potreby Fakulty verejnej správy, ktorá by zodpovedala stanovenému obsahu a rozsahu spracovania so zameraním sa na najpodstatnejšie problémové okruhy diplomacie v prepojení na oblasť verejnej správy.

Okrem zabezpečenia potrebnej učebnice pre vysoké školy, hlavný cieľ spočíva v snahe podať študentom a mladým vedeckým pracovníkom základnú orientáciu v danej problematike, a to tak v pojmovej oblasti, ako aj v teoretickej. V neposlednom rade  učebnica napĺňa ambíciu motivovať záujem k ďalšej tvorivej akademickej práce a v rozširovaní vedomostí z oblasti zahraničnej, bezpečnostnej a medzinárodnej politiky v prepojení na diplomaciou.

This proceedings of scientific papers presents papers from the international scientific conference of the same name, which took place from 24 to 26 September 2025 at the UPJŠ in Košice and was supported by the projects APVV-23-0158 "Reform of the Customs Union in the Era of Electronic Commerce in the Slovak Republic" and VEGA 1/0698/25 "Development Fee as a Tool for the Development of Municipalities and Cities in the Slovak Republic". Individual papers are aimed at addressing current issues of tax law, budgetary law and financial market law in the context of the challenges of the ongoing multi-crisis (starting with the COVID-19 pandemic, the war in Ukraine, the extreme increase in energy and other supplies costs or inflation, and the subsequent need for consolidation of public finances). The papers are divided into two parts, where in the first part, indivídua! authors focus on national reports - a comprehensive assessment of the impacts of the aforementioned multi-crisis in individual V4 countries - in the areas of taxes, budgets and financial markets, and in the second part, individua! Authors focus on more specific issues in the aforementioned three thematic areas.

This collection of papers from a scientific conference brings together different perspectives on issues related to the use of alternative dispute resolution methods in public administration. The dominant thematic focus of the contributions was to examine the potential of alternative dispute resolution methods in protecting the public interest on the one hand, and the subjective rights of natural persons and legal entities in the exercise of public administration on the other. The collection provides a space for researchers working on this topic to present the results of their research to date and compare them with the reality of administrative dispute resolution. The combination of a theoretical approach with practical experience significantly contributes to the improvement of the scientific work of the project researchers, while also enriching practitioners with the diversity and innovativeness of theoretical perspectives on their established practice.

The proceedings Consumers and Traders Online: Legal and Economic Challenges of Digital Markets present a collection of scientific studies addressing contemporary issues of digital market functioning within the European Union. The contributions analyse legal, economic and technological dimensions of digital services, particularly in the context of the VEGA project 1/0431/23 focused on the conflict of interests between consumers and traders in the delivery of digital content and services. The studies highlight the dynamic growth of the digital economy, bringing new regulatory challenges, issues of data protection and enforcement of consumer rights. The authors examine topics such as geographical indications in the digital environment, the use of artificial intelligence in public enforcement, fintech regulation, liability for damages, and the impacts of the Digital Services Act (DSA) and the Digital Markets Act (DMA). The proceedings also expose increasing fragmentation of responsibility across digital actors and emphasise the need for a harmonised EU regulatory framework. Further attention is given to evolving consumer behaviour, cybersecurity risks, deepfake technologies, the functioning of online marketplaces and digital payment systems. A significant part of the analysis addresses the role of major online platforms, their obligations and influence on transparency in digital markets. The proceedings of student papers from the V. Annual Student Symposium represent a collection of analytical and comparative studies in the fields of tax policy, public finance, and financial law, reflecting the current challenges of the Slovak and European economies. The authors (students) focus on a wide range of topics – from considerations regarding the reintroduction of inheritance tax in Slovakia, through issues of tax evasion and abuse of law in taxation, to measures aimed at public finance consolidation. The authors (students) in their contributions also analyse practical aspects of tax administration, such as tax enforcement proceedings, case law concerning the burden of proof, and the financing of civic associations through tax assignation mechanisms. Particular attention is paid to modern challenges of tax policy, including the taxation of digital giants, financial transaction tax, and the regulation of crypto-asset service provision in the V4 countries. The collection of scientific contributions offers an interdisciplinary analysis of the challenges labour law faces due to digitalization and social change. Its main goal is to highlight potential synergies between the technological management of work processes and the promotion of diversity and inclusion in the workplace, with a focus on legal mechanisms that ensure equal opportunities and protect employees. The collection includes studies on various aspects of labour law protection, such as the prohibition of discrimination, transparency in algorithmic management, protection of individuals with diverse needs, and legislative challenges related to GDPR. It also features contributions to innovative remuneration systems and the protection of socially and health-disadvantaged groups, with special attention to employees of different sexual orientations and pregnant women. This scientific volume has been published as an output of the VEGA grant project No. 1/0474/24 Audit of Slovak Electoral and Referendum Legislation. Thematically, it focuses on the issue of the legal regulation of election campaigns and a critical analysis of the experience of its application in electoral practice. On this basis, the authors also formulate proposals for improving the current legal framework of election campaigns.

The proceedings include contributions presented at the scientific conference of the same name held in May 2025. The volume contains papers not only from domestic but also from foreign authors, who present the legal regulation of election campaigns in their respective home countries. Contributions from academics are complemented and enriched by those of representatives of non-governmental organizations engaged in election and campaign monitoring, as well as by contributions from authors working in public authorities responsible for the administration of elections and for overseeing the constitutionality and legality of elections.

Príspevky renomovaných odborníkov mapujú teoretické aj praktické výzvy spojené s touto novou kompetenciou. Zborník tematicky pokrýva otázky týkajúce sa iniciačných mechanizmov senátov Ústavného súdu, derogačných a časových účinkov rozhodnutí či komparatívnych skúseností z Českej republiky, Maďarska a Poľska. Publikácia zároveň ponúka reflexiu širších javov, ako je judicializácia politického života, či rast implicitných právomocí ústavných súdov. Niektoré príspevky sa zameriavajú na otázky právnej istoty a retroaktivity derogačných nálezov, najmä v konaniach iniciovaných všeobecnými súdmi. Iné analyzujú aplikačné dopady spojenia individuálnej ústavnej sťažnosti a abstraktnej kontroly právnych predpisov. Publikácia obsahuje aj úvahy o ústavnoprávnych dôsledkoch porušenia konzultačnej povinnosti s Európskou centrálnou bankou. The topic that the students focused on in The proceedings of the XVIIIth edition of the Student Symposium on International and European Law held on November 15, 2024 was centered around the legacy of the 105th anniversary of the Paris Peace Conference. The proceedings, which contain the students' contributions, reflect the pivotal role of this conference in shaping post-war geopolitical stability and redefining relations between states. The expert analyses included in the proceedings focus on the conditions that were intended to ensure lasting peace, yet also created controversial aspects that led to disputes and laid the foundation for future tensions. The students also addressed the impact of the conference's decisions on political and social structures that significantly influenced global development in the 20th century. In addition to the declared outcomes, the students also expressed, in written form within the proceedings, the need to strengthen international cooperation and establish institutions for the prevention of military conflicts, a need that remains relevant today, as these decisions continue to shape the dynamics of contemporary international relations.

The Department of Commercial Law and Economic Law in cooperation with the Department of Labour Law and Social Security Law and the Department of International Law and European Law of the Faculty of Law of the University of Applied Sciences in Košice organized the IXth annual student symposium, this time on commercial, labour and private international law. The student symposium under the title Decision-making practice of judicial authorities in private law took place on 29 November 2024 at the premises of the Faculty of Law of UPJŠ in Košice. The symposium was prepared within the framework of the scientific projects APVV-23-0331 “Integration of the Capital Markets Union: change of corporate financing and rescue of companies in financial difficulties” and APVV-21-0336 “Analysis of judicial decisions by artificial intelligence methods.”

This year was exceptional in that the organizers of the event decided to change the usual concept of preparing and presenting a professional article on a chosen topic. This time the students chose interesting decisions of the Supreme Court, the Constitutional Court or the Court of Justice of the European Union. They concentrated on working with one particular decision, which they analysed in detail and drafted a gloss - an expert explanation or commentary on the chosen decision. Their task consisted of a brief presentation of the facts, identification of the legal questions that the judicial authorities sought to answer, a legal analysis of the problem addressed, and an assessment of the significance of the decision for the practice of application. In their analyses, the students dealt with topical issues such as the joint action of a proxy and a member of the body, the consequences of a breach of the pre-emptive right, or the repugnancy of an agreement on the division of the community of property of the spouses. In employment law, decisions were presented concerning the right of the father of a child to a breastfeeding break or the wearing of symbols at work. In the section on private international law, the case law on cross-border relocation of the seat as well as on the choice of international jurisdiction of the courts was analysed.

The present proceedings consist of written outputs of students from this event. We are delighted that the students again this year approached their task with enthusiasm and conscientiousness. Finally, our sincere thanks go to all those who contributed to the success of the symposium.

Collection of papers from session of the slovak section of the IVR

In accordance with its name, the collection is devoted to three framework areas consisting of the rule of law, justice and the future of democracy, reflecting the focus of the 31st World Congress of the International Association for the Philosophy of Law and Social Philosophy (IVR). Published contributions of the slovak section of the IVR are devoted to the present questions of the rule of law in relation to the democratic legal state. Principles of the rule of law and present questions connected to the democratic character of the Slovak republic, including the democratic procedures on the local level, are juxtaposed with shifts on the international and global scene. Individual contributions are thus devoted to the technical and biotechnological challenges of contemporary democracy, the manifestation of game theory in the search for consensus in collegial judicial bodies, or to the concept of loyal opposition in the ongoing judicial dialogue surrounding the application of law in the european legal space. Space is also devoted to the universal questions of the nature of legal science, and to the present and future of the rule of law. The collection thus goes beyond the borders of the slovak legal space and aims to understand current trends in a broader context.

The Convention on the Protection of Human Rights and Fundamental Freedoms and the case-law of the ECtHR represent a decisive legal instrument for the evolution of the right to a fair trial in the member states of the Council of Europe and the European Union, including the Slovak Republic, which affects the minimum level of procedural guarantees for individuals in judicial and administrative proceedings.

The primary purpose of the textbook is to fill the gap consisting in the absence of a comprehensive study text for undergraduate students at Pavol Jozef Šafarik University in Košice, Faculty of Law for the planned subject Right to a fair trial in administrative issues, and doctoral students at this faculty for the subject Protection of fundamental rights and freedoms in criminal matters according to the case-law of the ECtHR.

However, this textbook is also intended as a supplementary study aid for bachelor students in order to deepen their knowledge of the subject Administrative Law II, the result of which is to acquire knowledge about procedural administrative law in the Slovak Republic, as well as the subject of European Administrative Law, the result of which is the acquisition of knowledge about the influence of Council of Europe law on the national administrative law of the Slovak Republic.

This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.

Proceedings of scientific papers „ Elimination of racism, xenophobia and otherforms of intolerance by means of criminal law. Recodification of Criminal Codes - Current Challenges and Perspectives. " is the output of the national interdisciplinary scientific conference with intemational participation organized by the Department of Criminal Law ofthe Faculty ofLaw of the University of Applied Sciences in Košice. The proceedings contain contributions focused on the issues of elimination of racism, xenophobia and other forms of intolerance by means of criminal law and on the issues of recodification of criminal codes, their current challenges and perspectives, both in the field of substantíve and procedural law.
This is a highly topical issue, as the need to eliminate racism, xenophobia and other forms of intolerance by means of criminal law is an important topic with regard to the social situation. The recodification of the criminal codes in 2024 has significantly affected both the substantíve and procedural areas of criminal law, which is the means of ultima ratio. Considering the social developments and the recent amendments to the pena! codes, we consider the theme of the conference and the titlc of the proceedings to be highly topical, containing a significant scope for scientific research.
The participants of the national interdisciplinary scientific conference with international participation in their contributions also dealt with de lege ferenda considerations and at the same time offered solutions to application problems in the field.
The aim of the published proceedings is to continue to improve and develop new knowledge in the field of criminal law, while respecting human rights and freedoms, based on the existing professional knowledge.

This publication captures the conference proceedings of the international scientific conference "20 years in the European Union in terms of law and the era of sustainability". The conference took place on 3rd September 2024 at the Faculty of Law, Pavol Jozef Šafárik University in Košice, in hybrid form.

The first part of the conference proceedings includes contributions concerning EU law in proceedings before the Constitutional Court of the Slovak Republic with focus to current issues and challenges after 20 years of membership of the Slovak Republic in the EU, European law from the perspective of international constitutionalism in a green coat, the impact of the entry of the Baltic states into the European Union on the question of the nationality of natural persons, the single digital market in the context of the Slovak Republic, the impact of European Union law in the field of personal data protection on the territory of the Slovak Republic, the principle of environmental protection in economic competition and international jurisdiction for private law claims for compensation for damage caused to the environment.

The second part of the conference proceedings includes contributions concerning the process of enshrining human right to environment in international law and European law, the development of biodiversity protection in the EU, NATO´s role in climate change response to meet the sustainability and suing tort damages from the Dieselgate emissions scandal.
