Peer-Reviewed Proceedings of Contributions from the International Scientific Conference Organized on the occasion of the 20th anniversary of the establishment of the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice, held on November 15, 2018, in Košice.

On November 15, 2018, an international scientific conference titled "Public Administration in the Contemporary Democratic and Legal State" was held at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.

This scientific event, attended by more than 60 experts from domestic and foreign universities and faculties, as well as representatives of various institutions from the public administration environment, marked the 20th anniversary of the Faculty of Public Administration. The first part of the conference took place within a plenary session, while the second part continued with discussions in four sections, whose names align with the priority scientific orientation of the faculty's departments. At the plenary session, as well as in the professional sections, many content-rich and inspiring presentations were delivered, which undoubtedly contribute to further developing the theory of public administration in general and to developing specific scientific topics addressed by the faculty's departments in particular.

The scientific conference was characterized by a working atmosphere, a cultivated scientific and professional environment, with numerous discussions among participants related to current issues and problems in public administration, as well as formulating proposals for further cooperation in the fields of science and education. The Faculty is publishing a peer-reviewed scientific proceedings from the conference, which will consist of two parts due to the large number of active participants. The first part includes three presentations from the plenary session corresponding to the content of contributions delivered during the section discussions guaranteed by the Department of Public Policy and Theory of Public Administration and the Department of Public Law Disciplines. The second part includes two presentations from the plenary session that are content-wise related to the discussions in sections guaranteed by the Department of Social Sciences and the Department of Economics and Public Administration Management.

We extend our gratitude to all active participants of the scientific conference, as well as to those who contributed organizationally to its preparation and course.

Katedry sociálnych štúdií Fakulty verejnej správy Univerzity Pavla Jozefa Šafárika v Košiciach bolo nielen po dvoch rokoch nadviazať na predchádzajúce ročníky, ale aj poskytnúť priestor pre transfer poznatkov a skúseností z teórie a praxe verejnej správy z oblasti ľudského kapitálu predstavujúceho dôležité aktívum v spoločnosti, akcentujúc úlohu organizácií verejnej správy. Táto publikácia obsahuje príspevky, ktoré boli prezentované vo forme prenášok a posterov autormi venujúcimi sa problematike ľudských zdrojov z pohľadu rôznych vedných disciplín, najmä však z pohľadu manažmentu, psychológie, soiológie, verejnej správy, či politológie. Obsahovo a tématicky rôznorodé príspevky skúmajú napríklad moderné trendy v riadení manažmentu ľudských zdrojov, vnímanie organizačnej spravodlivosti, či potrebu etických kódexov. Konferencia ukázala, že interdisciplinárny prístup môže upozorniť na nedostatky identifikácie a poznania problémov len z pohľadu jednej disciplíny. Sradosťou účastníkom konferencie aďalším záujemcom predkladáme tento zborník. Veríme, že jeho obsah bude pre čitateľov prínosným a užitočným, bude inšpiráciou pre ďalšiu prácu odborníkov nielen v jednom odbore, a tak vynaložená práca autorov a editoriek nebude zbytočná. Chceme poďakovať posudzovateľom, uvedeným v tiráži publikácie, za ich spoluprácu a odporúčania, ktoré viedli k vylepšeniu príspevkov prezentovaných na konferencii. A peer-reviewed collection of contributions from the 6th year of the international scientific conference for doctoral students, which took place on March 19, 2021 (online via MS Teams).

Doctoral studies, as the highest level of higher education, prepare students interested in further education to acquire new knowledge and creatively apply it in their future scientific work. Students of doctoral studies actively participate in obtaining new, original scientific results and thus contribute to the development of scientific knowledge in their field.

Doctoral studies play a crucial role in educating top experts. From this perspective, we consider it essential to emphasize creativity and originality in research work, the development of critical thinking, the ability to discuss specific professional problems in broader contexts, and the ability to present achieved results. The Faculty of Public Administration at P.J. Šafárik University in Košice also created space for such professional discussions and presentations of achieved results by organizing the 6th annual scientific conference "Theory and Practice of Public Administration," which took place on March 19, 2021. Public administration is an integral part of every democratic state, influencing each of our lives; therefore, discussing its current issues and familiarizing ourselves with new solutions is necessary. The scientific conference was attended by 33 participants from the Czech Republic, Poland, Ukraine, and Slovakia. The contributions presented focused on current public administration issues from legal, economic, social, and political perspectives.

V prvej časti učebnice je predmetom výkladu a analýzy teória ústavy. Autor kladie v tejto časti osobitný zreteľ  na dynamicky sa rozvíjajúce časti ústavnej teórie, ku ktorým patrí najmä problematika materiálneho jadra ústavy a súdna kontrola ústavnosti. Druhá časť učebnice má komparatívny charakter. Autor v nej analyzuje genézu a rozbor súčasného stavu ústavných modelov tradičných demokracií (USA,  Spojené kráľovstvo Veľkej Británie a Severného Írska, Francúzska a SRN), ako štátov zoskupenia V4 (Poľská republika, Maďarsko, Česká republika, Slovenská republika).

University Exercise Book Organizational Behavior adds content as University Textbook with the same name and completes the overall view of the behavior of people in organizations with respect to the classical approaches and new trends on a subject. The authors are university teachers, scientific researchers of two Slovak universities and two Czech universities and their texts formed the basis of analysis and comparison of theoretical knowledge of both home and foreign resources, research results, as well as monitoring requirements of practice imposed on the behavior of employees organizations. Submitted publication has 26 separate chapters focusing on work, personality, work groups and teams, team roles, communication organization, social, communication and management skills, social audit, job satisfaction and motivation, loyalty to the organization, organizational culture, social responsibility organization, talent management, performance management, learning and learning organization, negative phenomena at work, unemployment as a social problem, acceptance of risk in the organization, system of strategic tuning of organization and empirical social research. Each chapter contains a brief summary of the information on the chosen theme, theses and questions to replicate the tasks and activities in which there are used innovative and creative teaching methods (case studies, role playing, mental mapping, etc.) With a view to increase the active participation of students or other participants, actors in addressing current issues and problems in practice. University Exercise Book may therefore serve not only as a teaching material for higher education, but also as a useful tool in various outdoor and indoor training activities in the process of learning in organizations, or. the interaction of academic theory and economic reality.

The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen.

This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources.

In this, it is also questionable how the system of state administration authorities and local government authorities is reflected in this structure (in the case of known differences in their operation in both these regimes, or in a regime of delegated performance of state administration), including the conditions of funding these services as public services.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. The first study, which concentrates on the characteristics of teachers' work, describes broader theoretical foundations and defines basic concepts related to work.

It also provides an analysis of the work of university teachers, identifying several shortcomings. The research findings revealed significant differences in the time demands of tasks performed by teachers and in the perceived importance of these tasks. Teachers utilize their working time fund beyond 100%, and it can be expected that the teacher population considers their tasks as rather important to definitely important. There is a relationship between the estimated time demands of certain tasks and the perceived importance of these tasks. Based on the findings, conclusions and proposals for intervention measures are formulated, and a construct of key competencies of university teachers is presented, which includes basic, social, pedagogical, research, and managerial competencies.

The second study analyzes the level of satisfaction, self-fulfillment, competencies in teachers' work, and the prestige of the teaching profession in relation to gender, academic rank, seniority, and the specific field of expertise.

The third study, which deals with the topic of teacher career, provides an overview of theoretical foundations of career.
