This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.

Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. The publication creates an interdisciplinary platform for knowledge exchange between academia and professional practice. It reflects current trends in the digital transformation of the public sector and highlights key challenges related to the systematic integration of AI into state and local administration processes. The main objective of the proceedings is to contribute to expert discourse on the future of public administration in Slovakia and to support the development of practical recommendations for its modernisation.

Peer-reviewed collection of works from the scientific conference with international participation held on May 28, 2015, in Košice

On May 28, 2015, the Department of Public Policy and Public Administration, in cooperation with the organizing and scientific committee, organized a scientific conference with international participation titled "Current Challenges and Problems of Public Administration II. – Perspectives of Municipal Policy in Slovakia after the 2014 Elections."

The conference content followed up on the conference "Current Problems and Challenges of Public Administration I.," which was held on November 21, 2012, and laid the foundation for a series of conferences dedicated to the important issue of public administration. The conference focused on a broad range of problems related to public administration from the perspective of its understanding as an academic discipline in connection with political science, law, ethical aspects, economics, digitalization, and public administration management, with a focus on the perspectives of municipal policy.

The authors in their contributions did not remain only at the theoretical and generally descriptive level but sought to address existing problems by formulating proposals and possible ways to solve them in the application to public administration practice. The authors and editors believe that this collection of papers will have a positive contribution not only for theorists and students of the Faculty of Public Administration but also for representatives and professionals from practice who are daily confronted with issues of public administration.

The conference demonstrated that an interdisciplinary approach can highlight the shortcomings of identifying and understanding problems solely from the perspective of a single discipline. Communication is a significant and integral part of human existence. It also plays an important role in individual organizations, whether of a production or non-production nature. Without communication, it would not be possible to manage these organizations and achieve the set goals.

The aim of the scripts was to address the issue of communication and apply it to public administration organizations. The scripts begin by elaborating on the topic of information, which is an essential component of every communication process. The content of subsequent chapters focuses on the objectives and tasks of communication within an organization, various types of communication, barriers that may arise in communication, strategies for improving communication effectiveness in an organization, and specific communication strategies regularly encountered in different organizations.

Emphasis is also placed on the communication skills of managers, without which they would not be able to effectively manage the organization and lead their subordinates toward achieving organizational goals.

The conference is a traditional activity that is annually organized by the Faculty of Public Administration, P.J. Šafárik University in Košice. It is primarily intended for doctoral students and young researchers to facilitate open discussion, exchange of views, and mutual confrontation of the results of creative scientific activities.

This includes not only colleagues from Slovakia but also participants from abroad. The peer-reviewed articles provide, on one hand, a multidisciplinary perspective on the theoretical definition of public administration in the context of a functioning legal state. On the other hand, they also highlight practical aspects of public administration in everyday societal life. Jej obsah zodpovedá porovnateľným  učebnicovým dielam vydaným ostatnom desaťročí v Slovenskej republike. Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu   demokratického    štátu,   základné   formy   výkonu   moci  v demokratickom   štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.

Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.

Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. The textbook Citizenship in the Context of the Ethics of Care seeks to introduce students of the humanities and social sciences to current issues of citizenship from the perspective of a specific moral-philosophical theory—namely, feminist moral philosophy, specifically the feminist ethics of care. Traditionally, the topic of citizenship and its related questions have been perceived and studied primarily as subjects of political thought and political theory.

We predominantly consider citizenship as a political category, which is mainly the domain of political science or, at most, other social science disciplines. However, both the past and the present urge us to reflect on citizenship in connection with humanity and solidarity, and thus from a moral perspective. Understanding citizenship solely as a political category and political institution is insufficient. The conceptual separation of politics from morality and ethics results in difficulties in grasping citizenship as a morally relevant category and as an ethical value. This, in turn, prevents us from critically analyzing the assumptions underlying our understanding of citizenship and, ultimately, from identifying the causes and factors that contribute to the failures of civil society, as well as the shortcomings and deficits in the realization of citizenship as a vision based on freedom, equality, and solidarity.

Thus, the textbook clarifies the values associated with democratic citizenship, while also highlighting the potential of the feminist ethics of care as an analytical, evaluative-critical, and applicative tool for understanding and examining the concept of citizenship and the practice of citizenship as a caring practice, and as the practice of caring for a good life in civil society.
