This proceedings of scientific papers presents papers from the international scientific conference of the same name, which took place from 24 to 26 September 2025 at the UPJŠ in Košice and was supported by the projects APVV-23-0158 "Reform of the Customs Union in the Era of Electronic Commerce in the Slovak Republic" and VEGA 1/0698/25 "Development Fee as a Tool for the Development of Municipalities and Cities in the Slovak Republic". Individual papers are aimed at addressing current issues of tax law, budgetary law and financial market law in the context of the challenges of the ongoing multi-crisis (starting with the COVID-19 pandemic, the war in Ukraine, the extreme increase in energy and other supplies costs or inflation, and the subsequent need for consolidation of public finances). The papers are divided into two parts, where in the first part, indivídua! authors focus on national reports - a comprehensive assessment of the impacts of the aforementioned multi-crisis in individual V4 countries - in the areas of taxes, budgets and financial markets, and in the second part, individua! Forensic Medicine is a medical discipline that is concerned with determination of the cause of death in cases violent and non-violent deaths by performing an autopsy. It is based on morphological findings, which characterize the effects of various forms of violence, as well as pathological changes in various diseases. The presented textbook provides comprehensive and complete overview of the fundamental tasks and theoretical knowledge of the field of forensic medicine. Its aim is to provide a theoretical basis in the form of images of morphological autopsy findings for the study of the compulsory subject Forensic Medicine and Medical Law in the study programs General Medicine and Dentistry. The author emphasizes the necessity to understand the fundamentals of forensic medicine in every medical field and a multidisciplinary approach in clarifying medico-legal issues.

Given the importance of the ownership right, the aim of this monograph is to provide an analysis, a clear systematic interpretation and an evaluation of the above issue, not only from the theoretical point of view, but also from the point of view of legal practice. The protection of ownership relations is ensured in various ways. It is judicial protection, protection provided by local self-government authorities, self-help, public registration of real property and other instruments of administrative and criminal law. In connection with the transformation of legislation in Slovakia and Poland after the fall of the socialist regime, there have been many changes in the legislation of both countries concerning the protection of ownership rights. A number of private law institutions related to the ownership of real property, the use of which was impossible or limited during the socialist period, have been restored. Legislation has also been adopted to alleviate the consequences of certain property and other injustices caused by the deprivation of ownership of real property during the socialist period. The adoption of restitution legislation was the basis for restoring the ownership rights of the original owners, who were allowed to get back their real property that had been used by socialist organisations. After the end of the socialist regime, the various forms of ownership, which until then had favoured the state ownership, were abolished. Changes were made to ensure that the ownership rights of all owners had the same content and enjoyed the same legal protection. The monograph is structured in such a way as to enable a comparison of individual institutions of rights in rem under Polish and Slovak law. The monograph also analyses the relevant decision-making practice of the supreme judicial authorities. The scientific methods applied enabled the authors not only to analyse and evaluate the historical context and the current legal regulation of ownership rights in Poland and Slovakia, but also to point out possible gaps and shortcomings and to elaborate de lege ferenda proposals that can be used in future legislative activity.

This monograph examines when the state has the right to intervene in the legal relationship between contracting parties, and if it is possible, when it can act as a legislator and/or a law applier and what the nature of the intervention may be. In this study, the limits related to the rights and obligations of the parties are scrutinized. The monograph delineates the theoretical frameworks of state intervention. The author distinguishes the forms of intervention concerning future contracts and those already concluded. The study lists the circumstances grounding the mandatory norms concerning future contracts with the presentation of Roman law. In the context of state influence on the content of contracts already concluded, judicial decisions play a stronger role than legislation and government measures also appear. The monograph presents the legislative measures affecting the contracts already concluded and the reasons thereof in a differentiated way, divided into different periods. In the author's view, World War I and especially the subsequent Treaty of Trianon brought a significant change in the assessment of state intervention, and therefore, he devotes special attention to the examination of this period. The monograph provides an outline of overview of the international tendencies of the period from the peace treaty to the present day. The study presents the era of Hungarian legislation being prone to make mandatory rules and delineates the relevant provisions of the applicable Hungarian law. At the end of the monograph the reader can find the author’s evaluative comments. While acknowledging the positive aspects of state involvement, attention should also be paid to the dangers of excessive state intervention in Eastern Europe.

These topics are often mentioned only marginally in pneumological publications and within internal diseases. A significant contribution is the comprehensively processed chapter on Cor pulmonale chronicum, which connects several clinical fields including pneumology, internal medicine, and cardiology. The proceedings contain contributions focused on issues of the value direction of criminal law, both in the field of substantive and procedural law.
This is a highly topical issue, as the values of law as such are reflected in each of its areas. In view of social events, the constant amendment of the criminal codes and, in particular, the forthcoming amendment of both the Criminal Code and the Code of Criminal Procedure, we consider the topic of the conference and the title of the text book to be highly topical, without significant limits in scientific research.

After 7 years, we finally reworked the textbook on the subject of clinical biochemistry at UPJŠ FM in Košice. We have innovated information in accordance with recommendations of professional medical societies and added new chapters. As the scope of the subject is limited, the textbook does not cover all issues of biochemical diagnostics. It focuses on disorders of water-ion and acid-base balance disorders, and basic laboratory diagnostics of diseases of selected organs.
The textbook of clinical biochemistry has the ambition to become a practical aid for senior medical students and beginning doctors in the study of laboratory medicine. It should make it easier for them to orientate themselves in routinely used clinical-biochemical examinations and could form a springboard for a more detailed studying of laboratory methods and their use in diagnostic and monitoring algorithms.
Like any medical discipline, clinical biochemistry is evolving rapidly and gradually integrating with other areas of laboratory medicine. New diagnostic methods penetrate deeper into the essence of the biochemical mechanisms of the human body, and "omic" methods are gaining ground. It is almost sure that in a few years, laboratory examination looks quite different from today. If this publication quite hypothetically reaches its next edition, many chapters will need to updated, and new chapters written following the up-to-date status.

The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen.
This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources.
