Utilising Foreign Experience for Reforms in the Slovak Republic

The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen. This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources. In this, it is also questionable how the system of state administration authorities and local government authorities is reflected in this structure (in the case of known differences in their operation in both these regimes, or in a regime of delegated performance of state administration), including the conditions of funding these services as public services.

This level of the issue relates not just to competences in the field of social assistance, as sometimes emphasised in Slovakia, but relates to all competences that the state delegates to local government. The delegation of competences means not just the amendment of a law, but also creating conditions for its efficient application for which it is necessary that municipalities or regions perform delegated competences for a certain territory (e.g. for an appropriate number of inhabitants) (Bodnárová - Džambazovič 2011, pp. 20-21), or as M. Jílek (2008, p. 39) writes “an optimal number of citizens of a territorial self-government authority for a given quantity of goods provided will be determined by the maximum positive difference between total utility from consumption per person and total costs for providing the goods per person”. The requirement that municipalities and regions have available a public services infrastructure (Dušek 2016) must thus be confronted with certain capacity possibilities and efficiently and appropriately assessed by the need for various public services in relation to the territorial unit for which the infrastructure is to provide these services.

In terms of economic decentralisation, or fiscal federalism, this concerns the wellknown Oates decentralisation theorem, according to which any public service should be provided by a unit governing the smallest possible geographical area in which the costs and utility of the provided service can be internalised (Oates 1999), whereby the author very clearly highlighted the efficiency limits of decentralisation. This was something that was largely disregarded in Slovakia and surrounding countries at the start of the 1990s, with political arguments dominating (to bring the exercise of public power closer to the citizen).

It would thus be possible by means of economic modelling to determine normatively the most suitable size of units for each kind of public service, assuming that for various public services we would arrive at different sizes of these units for different public services – in the end some optimising compromise would still have to be found in order for there to be a meaningful, but in particular, realistic and applicable structure of these units in practice. We chose a different, non-normative approach, an empirical and analytical approach, characteristic (together with a comparison method) for public policy theory. It is based in general on the fact that we compared actually existing units operating as public service providers in various countries, and in this comparison we attempted to identify the limits of their efficient functionality. The benefit of this approach, in contrast to the previous normative approach, is that the solution offered is tangibly available in existing practice and is not simply a theoretical (calculated) concept.

The textbook for the course of Philosophical Anthropology should help the students of philosophy in major subject as much as of philosophy as minor in combination with other study programs in social sciences and STEM disciplines, to develop their own ideas and opinions about the question of human being in the philosophy. Its aim is to make a short introduction into the field of philosophical anthropology and to educate the students in the most important topics of the discipline. Every chapter consist of the theoretical part and of the practical analysis of the text, which is followed by three questions at the end of each chapter. Students, who will later become the philosophy teachers, shall learn how to discuss and teach several topics from the philosophical anthropology in their future classes. Therefore, the textbook is suitable as much for the pedagogical as for the non-pedagogical study programs.

The topics of the articles are human rights, freedom of expression, the rise of religiously motivated nationalism, the issue of unemployment, parliamentary elections and election research. The publication also contains contributions focused on topics in the field of environmental policy, cultural policy or migration policy.

Hlavným cieľom filmov, prípadne seriálov zvyčajne nie je vzdelávať svojho diváka. Súčasná kinematografia avšak obsahuje značný počet snímok, ktoré predstavujú problematiku spätú s medzinárodným a európskym právom nielen odbornej, ale aj laickej verejnosti. Z tohto dôvodu Ústav medzinárodného práva a európskeho práva Právnickej fakulty UPJŠ v Košiciach organizoval už v poradí XII. študentské sympózium z medzinárodného a európskeho práva s názvom „Medzinárodné a európske právo v kinematografii“, ktorého garantom bol prof. JUDr. Ján Klučka, CSc. Hlavným cieľom sympózia bolo spopularizovať medzinárodné a európske práva medzi študentmi práve prostredníctvom filmov alebo seriálov. Snímky spracované v rámci študentského sympózia možno rozdeliť na dve skupiny, a to na snímky, ktoré dramatizovali skutočné udalosti a na snímky, ktoré vytvárali vlastné scenáre, v rámci ktorých sú zakomponované inštitúty medzinárodného alebo európskeho práva. Prevažná väčšina príspevkov sa týkala filmov, ktoré stvárňovali skutočné udalosti, ako napr. okolnosti genocídy, ktorá sa odohrala v 90. rokoch v Rwande, priebeh Norimberského procesu, obsadenie amerického veľvyslanectva v Teheráne či spor medzi dedičkou obrazu „Dáma v zlatom“ a Rakúskom. Na druhej strane možno spomenúť seriál M*A*S*H, ktorý síce nedramatizuje skutočné udalosti, ale prostredníctvom vlastného príbehu nám približuje život zdravotných pracovníkov v poľnej vojenskej nemocnici v Kórei.

Hoci filmy nenahrádzajú prednášky, prípadne semináre z medzinárodného či európskeho práva, v určitom zmysle sú schopné doplniť tradičné formy vzdelávania v oblasti práva. Výhodou týchto filmov je možnosť lepšieho vcítenia sa do udalostí, ktoré rozoberajú. To môže podnietiť väčší záujem študentov o určitú problematiku a formovať ich kritické názory, ktoré nachádzajú svoje vyjadrenie v publikáciách podobných tomuto zborníku. Z pedagogického hľadiska majú filmy a seriály veľký potenciál, hoci treba mať na pamäti aj ich nevýhody. Filmy a seriály rovnako ako semináre sú prospešné len vtedy, ak sú spojené s aktívnou prácou študenta. Snímky majú výhodu ľahšieho zapojenia študentov, avšak niektorí môžu premietanie filmu či seriálu považovať za „prestávku“ od klasickej výučby a nevenovať mu dostatočnú pozornosť. Ostatní študenti sa môžu zapojiť do filmu, ale budú ho považovať ako náhradu a nie ako doplnok tradičných prostriedkov vyučovania práva. Tieto riziká však možno zmierniť, ak sú filmy prezentované serióznym spôsobom a s poukázaním na rozdiely medzi filmom a skutočnými udalosťami a právom uplatňovaným v konkrétnych prípadoch. Príspevky v tomto zborníku kriticky analyzujú vybrané snímky a poukazujú na správne, prípadne chybné zobrazenie či posúdenie inštitútov medzinárodného a európskeho práva.

Cardiovascular diseases are among the main causes of morbidity and mortality in developed countries. Academic textbook: Selected Chapters from Angiology is devoted to the most common vascular diseases that the angiologist encounters on a daily basis.

Dilated artery diseases (abdominal aortic aneurysm), as well as stenotizing diseases of peripheral arteries, are described. Diseases such as deep vein thrombosis, thrombophlebitis and chronic venous insufficiency are discussed in the venous vascular system section. I also deal with the most common lymphatic vascular system disease ˗ lymphoedema.

In the individual chapters the risk factors of the diseases, symptoms and signs, diagnostics, treatment modalities (pharmacological therapy, endovascular therapy, angiosurgical therapy) and possible complications of the therapy are briefly analyzed.

My priority was to present the information in a logical, interesting and comprehensible form for students and for common clinical practice.

The next two parts describe artistically oriented events: Interpretational afternoon (a competition for the best interpretation of Ján Sabol´s book of verse Love in Blue) with the winning works added, and the vernissage Literature through an objective lens with the share of students of the School of Industrial Visual Arts in Košice.

Legal norms regulate everyday life. We learn about the rights and obligations that arise for us from these norms through language. It is therefore very important that they are created in such a way that all levels of society understand them, not only recipients with legal education.

The Labour Code is a norm of everyday use, and so far there is no publication that approximates or clarifies the understanding of the provisions of this law through the prism of its language. The main goal of the publication is to apply the acquired linguistic knowledge about the pitfalls of the comprehensibility of legal language for the general public to the Labour Code and thus enable its more adequate understanding. Our ambition is not a comprehensive interpretation of the provisions of the Labour Code, which give the impression of incomprehensibility for the average addressee.

We focused on selected problematic phenomena observed and identified during the solution of the VEGA grant project no. 1/0526/17 Linguistic and Sanctioning Mechanisms in the Creation and Operation of Labor Law Norms and strived for a conceptual approach to their examination enriched by empirical research.

The structure of the animal body is extremely varied. Each species has its distinctive morphological features, which bears as a testimony to long-term development and belonging to the developmental lineage. At the same time, the body has been tested for a long time by natural conditions, resulting in unique adaptations to the environment and life strategy. Despite this admirable variety - which includes both recent and fossil animals and which we have far from mapped – a comparison of body parts brings knowledge we can generalize: the main building principles, and boundaries within which phenotypic diversity is realized.

Comparative animal morphology today uses the latest methodological material and knowledge from other disciplines, from genetics, molecular biology and experimental embryology, through progressive imaging methods (e.g. electron microscopy, computer micro-tomography) and the possibilities of subsequent software processing of image material (measurement, staining, etc.) to the view of physics, chemistry, statics and geometry on the structures (to nanostructures) of the living body. Detailed knowledge of historical and contemporary conditions on Earth is an important interpretative context in the study of animal morphology. Surprisingly, the knowledge accumulated after centuries of research is now rapidly supplemented by new knowledge, and often the traditional knowledge is subsequently reinterpreted. Finally, and no less important, in studying animal (and human) morphology, we learn surprising knowledge about ourselves.

The author of the presented textbook had the ambition in a simplified form to introduce the reader, especially the student of biological studies, into a dynamic and fascinating scientific discipline, as the current comparative animal morphology is.

The university textbook Lingua Latina – cursus communis is designed for students of all study programs at the Faculty of Arts, where Latin is included as a subject related to the main field of study or specialization (history, philosophy, philological specializations, etc.).

The textbook contains Latin grammar, exercise sentences intended for practicing the grammatical phenomena covered in seminars under the guidance of an instructor, and a Latin-Slovak dictionary. To practice Latin grammar at home, parallel workbooks are available, which are tailored to meet the needs of students from specific study fields and specializations (e.g., Lingua Latina – workbook for historians, Lingua Latina – workbook for philosophers, Lingua Latina – workbook for philologists).

The textbook Lingua Latina – cursus communis is accessible electronically in PDF format. As part of the educational program, online tests available on the KKF FF UPJŠ website serve to reinforce the learned material. This textbook is a product of the grant project KEGA 010UPJŠ-4/2017.

The authors in the monograph focused on describing the genesis and current state of the legal regulation of consumption taxes in the Slovak Republic in interaction with the harmonization process, as well as identifying the mutual dependence of the legal regulation and revenues from consumption taxation on the effect on the state budget of the Slovak Republic.

Given the importance and justification of the researched issue, particularly in relation to the future functioning of the European Union, as well as the impact on the performance of the economies of individual member states, with an emphasis on the development and quality functioning of the single internal market, the authors, through the publication of the monograph, attempt to provoke a broader professional discussion about their own summarized presented results, which were obtained during the entire period of solving the scientific project, concerning current trends as well as perspectives in the field of EU tax policy and its influence on domestic tax legislation in the Slovak Republic in the area of consumption taxes in interaction with budgetary impacts.

The overall goal of the monograph is to present existing and own acquired knowledge related to the issue of consumption taxes in Slovakia, with an emphasis on the development of EU initiatives in this area, as well as a critical evaluation of their impact on the state budget of the Slovak Republic, and presenting possible future developments.

It does not focus unilaterally on one type of violent extremism, but focuses on the issue of both right-wing and left-wing religious groups. The university textbook "Lingua Latina – Exercise Book for Philosophers" is a parallel study material to the textbook "Lingua Latina – Cursus Communis." It is designed for practicing grammatical lessons at home. The content of the exercises corresponds to the focus of each lesson in the mentioned textbook, both in terms of the covered grammatical phenomena and vocabulary. For this reason, only vocabulary not included in the lessons of the textbook is presented in the exercises.

The Latin-Slovak dictionary at the end of the exercise book contains the entire vocabulary from both the exercise book and the textbook, while the Slovak-Latin dictionary includes the vocabulary from exercises that require translation into Latin. The vocabulary in this exercise book is oriented towards the needs of philosophy students and, with regard to the selection of source materials, also includes non-classical lexicon or non-classical meanings of classical words (this lexicon is marked with an asterisk *).

The exercise book includes a key that allows students to directly verify the correctness of their work. The textbook "Lingua Latina – Exercise Book for Philosophers" is available electronically in PDF format. The workbook includes a key that allows students to directly verify the correctness of their work.

University textbook Lingua Latina – Exercise Book for Historians is a parallel study material to the textbook Lingua Latina – Cursus Communis. It is designed for practicing grammar at home. The content of the exercises corresponds to the focus of the individual lessons in the mentioned textbook, both in terms of the covered grammatical phenomena and vocabulary. For this reason, only vocabulary not covered in the textbook's lessons is included in the exercises.

In the individual contributions, which span from the Middle Ages to the most recent history, the authors propose various theoretical and methodological research approaches to history, which currently represent fundamental prerequisites for historical research.

The ambition of the authors, as the next generation of historians, is not only to open up current questions of theoretical reflection in historiography but also to offer concrete examples supported by their own research.

Disasters, whether natural or industrial, have a serious impact on the functioning of society and are a negative phenomenon which, with the increasing impact of climate change, is increasingly affecting the sustainable development and prosperity of States. Their increasing regularity and intensity affect the current evolution not only of social life, but also of legal debates on the necessity of responding to international and national disaster response, eliminating their negative consequences and protecting affected persons. No State is immune to the occurrence of disasters, and this also applies to the Slovak Republic, which is mostly affected by sudden natural disasters, namely floods, landslides, droughts, fires, windstorms and snow calamities.

The subject of this publication is the proposal of the methodological guidelines regulating the activities of NGOs in case of disaster, as well as cooperation with the state affected by the disaster, and the glossary of legal terms which need to be clear and unified in case of disaster. Slovak and English version of the proposal is basic precondition of its usability not only for the state organs of the Slovak republic and Slovak NGOs, but also for foreign NGOs.The Proposal of the methodological guidelines is the result of the research project VVGS-PCOV 2018-459: Návrh metodického postupu mimovládnych organizácií v prípade katastrofy v podmienkach Slovenskej republiky (The Proposal of the methodological guidelines for the non-governmental organisations in case of disaster in conditions of the Slovak republic).

An important part of the content includes nutrition in relation to cancer. Beneficial for the present time is also a chapter focused on food allergies and intolerances.

The publication highlights specific and targeted nutritional interventions as part of the treatment regimen, which is essential to know and follow in a patient's personal life.

Health determines an individual's life in all activities and interests, including the possibility and ability to work. Work and health are in the mutual interaction. Work leads to social inclusion, financial self-sufficiency, finding confirmation of one's own usefulness or achieving personal ambitions. Work can have therapeutic effects, but at the same time it can have an adverse effect on health.

Overlapping factors of work environment, alone or in combination with non-work influences, can lead to illnesses that temporarily or permanently exclude an employee from his or her profession. For these reasons, health enjoys fundamental legal protection as one of the most important values, not only in labour relations.
