Recenzovaný zborník príspevkov z medzinárodnej vedeckej konferencie organizovanej pri príležitosti 20. výročia vzniku Fakulty verejnej správy Univerzity Pavla Jozefa Šafárika v Košiciach konanej dňa 15. novembra 2018 v Košiciach.

Dňa 15. novembra 2018 sa v priestoroch Fakulty verejnej správy Univerzity P. J. Šafárika v Košiciach konala medzinárodná vedecká konferencia „Verejná správa v súčasnom demokratickom a právnom štáte“. Vedeckým podujatím, ktorého sa zúčastnilo viac ako 60 odborníkov z domácich i zahraničných vysokých škôl a fakúlt, ale aj predstaviteľov rôznych inštitúcií z prostredia verejnej správy, si Fakulta verejnej správy pripomenula 20. výročie svojho vzniku. Prvá časť konferencie prebiehala v rámci plenárneho zasadnutia, druhá pokračovala rokovaním v štyroch sekciách, ktorých názvy sa zhodujú s prioritnou vedeckou orientáciou jednotlivých katedier fakulty. Na plenárnom zasadnutí, ako aj v odborných sekciách odznelo veľa obsahovo kvalitných a podnetných vystúpení, ktoré nesporne prispejú k ďalšiemu rozvíjaniu teórie verejnej správy – všeobecne, a k rozvíjaniu čiastkových vedeckých tém riešených katedrami fakulty – zvlášť. Vedeckú konferenciu sprevádzal pracovný charakter, kultivované vedecké a odborné prostredie, v jeho rámci nespočetné diskusie účastníkov viažuce sa k aktuálnym otázkam a problémom verejnej správy, ale aj formulovaniu návrhov na ďalšiu možnú spoluprácu v oblasti vedy a vzdelania. Fakulta vydáva z vedeckej konferencie recenzovaný vedecký zborník, ktorý bude mať dve časti, vzhľadom na veľký počet aktívnych účastníkov. V prvej časti sú zahrnuté tri vystúpenia z plenárneho zasadnutia korešpondujúce s obsahom príspevkov, ktoré odzneli v rámci rokovania sekcií garantovaných Katedrou verejnej politiky a teórie verejnej správy a Katedrou verejnoprávnych disciplín. V druhej časti sú dve vystúpenia z plenárneho zasadnutia, ktoré obsahovo súvisia s rokovaním sekcií garantovaných Katedrou sociálnych vied a Katedrou ekonomiky a riadenia verejnej správy. Poďakovanie patrí všetkým aktívnym účastníkom vedeckej konferencie, ale aj tým, ktorí sa na jej príprave a priebehu organizačne podieľali.

The textbook is addressed to up-and-coming media staffers and teachers of Slovak language, a target group which will be a prospective model for common users in their language behaviour. It poses an educational project that points out to the correlation of standard language and language (primarily orthoepical) norm.

The publication is structured in the way that after the explanation of the given orthoepical problem on the segmenal level (in correspondence with the valid orthoepical norm anchored in Rules of Slovak Orthoepy by Á. Kráľ, 2005, 2009), there follow exercises with an aim to know and practically apply presented norms as standardised acoustic forms. However, considering the natural (not artificial) language and the real (not absolutely ideal) norm, under the exercises we give sociolinguistically oriented topics and tasks for discussion (sometimes also with references to specialist sources) with an aim to draw the listeners’ attention to the current state of live, phonically realised language, or to possible solutions that functionally correspond to the interests and needs of lanugage community and are not in contradiction with internal language rules at the same time. An explanation of particular orthopeic phenomena on the segmental level is closed not only with exercices and topics for discussion but also with a short test in which students can individually verify their special competences in connection to speech practise.

Recenzovaný zborník príspevkov z medzinárodnej vedeckej konferencie organizovanej pri príležitosti 20. výročia vzniku Fakulty verejnej správy Univerzity Pavla Jozefa Šafárika v Košiciach konanej dňa 15. novembra 2018 v Košiciach.

Proceedings of Extended Abstracts from Interdisciplinary Scientific Conference

Conference proceedings comprise extended abstracts from contributions that were presented during the conference Negative consequences of performing helping professions II – Psychological, social and health aspects of performing helping professions, which was held on 12th of June 2019 in Košice. The conference was organized as one of the outputs of the research project APVV 14-0921 Self-care as a factor of coping with the negative consequences of the practicizing the helping professions. Abstracts present either original research by the authors or summaries of the authors' findings in their long-term research activities focused on helping professions. One of the ambitions of the conference was to create a space for dialogue between academics and professionals working in helping professions. The interdisciplinary character of the conference has brought new ideas and perception of this issue, which has also been reflected in the rich response during the discussions. Professionals from field of psychology, social work, occupational medicine and behavioral medicine participated actively or passively in the conference. Thus, the enriching aspect of the resulting proceedings is the interconnection of applied and theoretical studies related to wide range of helping professions.

Social work with a group, along with social work with individuals, social work with the community and social work with society, is one of the basic methods used in the field of social work, but also in other helping professions. The work of a social worker requires knowledge of these methods but also of the techniques through which these methods are implemented and fulfilled. Understanding and acquiring individual methods for the needs of social practice requires the theoretical mastery of those institutes that are the basis of the method and the interrelationships between these institutes. Therefore, the author proceeded to elaborate a university textbook in which she focuses on one of the basic methods of social work, namely social work with a group.

The university textbook is designed for university students who are focused on social work studies, but also psychology, ethics and other disciplines using the method of working with a group, as it aims to present some facts about social groups and behaviour in them.

The author offers an insight into social work with the group from its historical foundations to today's latest knowledge of this method in accordance with the latest research of work with the group.

Téma rodovej rovnosti v univerzitnom a akademickom prostredí je v slovenskom kontexte stále vo veľmi ambivalentnej pozícii – často prehliadaná a marginalizovaná, inštrumentalizovaná a vnímaná ako cudzorodý prvok či formálna nevyhnutnosť, no snáď najčastejšie je vystavená mnohým nedorozumeniam a dezinterpretáciám. Zámerom predkladanej publikácie a jej autorského kolektívu je prispieť k formovaniu a kultivácii prostredia, v ktorom je možné vecne diskutovať o otázkach rodových vzťahov v akademickom prostredí, rozvíjať skúmanie z rodovej perspektívy, a najmä uskutočňovať politiku rodovej rovnosti ako jeden z nástrojov demokratizácie akademickej sféry a univerzity. Zborník vznikol v rámci realizácie projektu VVGS-2018-749 Tvorba Plánu pre rodovú rovnosť na UPJŠ v Košiciach a predstavuje rôzne kontexty a perspektívy, z ktorých možno o otázkach rodovej rovnosti na univerzite uvažovať. Jednotlivé autorky a autor sa vo svojich textoch sústreďujú na tému rodovej rovnosti z filozofického, filozoficko-právneho a právneho pohľadu. Záverečný text predstavuje zistenia kvalitatívneho skúmania, ktoré bolo súčasťou uvedeného projektu, ich interpretáciu a závery z perspektívy ďalšieho uskutočňovania politiky rodovej rovnosti na Univerzite Pavla Jozefa Šafárika v Košiciach. Publikáciu chápeme ako pozvanie k diskusii, kritickému premýšľaniu a skúmaniu, a tým k tvorbe univerzity, akou môžeme byť.

Social group looks both as a natural part of human life and it is analyzed and studied, so that knowledge of the social group can be rewarded. This has been transferred to artificially created groups to help individuals through group work. The integration of immigrants into society is currently of interest to many professionals and to the general public. Immigration is a consequence of a variety of factors, mainly due to political, social, economic or security conditions in the countries of origin. Immigration is subsequently linked to the process of integrating immigrants into the host country. The integration of immigrants into society or integration, as this process is called in the monograph, is a complex phenomenon that extends to many spheres of everyday life for the citizens of the receiving country, and at the same time is often difficult for immigrants. Many governmental and non-governmental organizations are involved in the process of social integration of immigrants, who develop different strategies and mechanisms to streamline the outcome of this process.

In relation to immigrants, the Slovak Republic is bound to provide social and legal protection and therefore it is necessary to deal with the issue of social services, which could potentially significantly contribute to their social integration into Slovak society. From the legislative point of view, however, these services are unified and do not take into account the differences of immigrants resulting from their culture, religion, social, ethical or other characteristics. That is why the monograph focuses on social integration of immigrants in Slovakia in the context of provided social services.

Od 1. januára 1969 nadobúdali účinnosť Ústavný zákon o postavení národností v Československej socialistickej republike (ČSSR) i Ústavný zákon o federácii. Ústavný zákon o postavení národností predstavoval aspoň formálne veľký posun v právnej úprave postavenia menšín. Tento zákon však mal byť základom pre ďalšiu právnu úpravu. Deklarovalo sa, že budú nasledovať ďalšie kroky a rokovania o prijatí vykonávacích noriem a že budú na federálnej i národných úrovniach prijaté ďalšie zákony. V Československu však nebol nikdy vydaný žiadny ďalší zákon alebo vládne nariadenie týkajúce sa ústavného zákona o postavení národností v ČSSR. V období normalizácie1 sa otázky týkajúce sa ďalšej legislatívy týkajúcej sa národnostných menšín neotvárali, ale v krátkom období po prijatí ústavného zákona v roku 1968 do konca roka 1969 sa niektoré inštitúcie pokúšali takéto zákonné normy pripraviť a presadiť. Jednou z nich bola aj Rada vlády SSR pre národnosti (ďalej Rada alebo Rada vlády pre národnosti). Monografia prináša pohľad na problematiku rozpracovania ďalších zákonných noriem vyplývajúcich z ústavného zákona o postavení národností v Slovenskej socialistickej republike Radou vlády SSR pre národnosti, ktorá bola jednou z inštitúcií, ktoré sa na Slovensku vytvorili po vzniku československej federácie a zaoberali sa národnostnou problematikou

Vpráci zameranej na rozpracovanie ďalších zákonných noriem vyplývajúcich z ústavného zákona o postavení národností v ČSSR bolo potrebné venovať sa aj predchádzajúcemu vývoju, preto sa prvá časť monografie zaoberá postavením menšín v Československu pred prijatím ústavného zákona, aktivitám národností predchádzajúcim prijatiu ústavného zákona o postavení národností a samotnému prijatiu zákona. V ďalších častiach sa už monografia venuje inštitucionálnym zmenám v SSR po vzniku federácie, vzniku Rady vlády SSR pre národnosti a jednotlivým krokom Rady a jej odborných orgánov pri príprave návrhov zákonov o postavení národností v Slovenskej socialistickej republike.
Motiváciou pre napísanie tejto monografie bola skutočnosť, že na Slovensku sa doteraz tejto problematike venovala pozornosť len v niekoľkých štúdiách, ktoré sa zaoberali maďarskou menšinou a obdobím pražskej jari alebo maďarskou menšinou v období normalizácie.

Bibliographies provide basic scientific information, illustrate quality and intensity of research in a particular topic, area, or time, and thus help build a cultural-historical perspective of society’s appreciation of knowledge and education. Here we provide a bibliography of herpetological research in the region of Slovakia between the years 1791 and 2017. We collected 2,183 references authored by 1,453 different authors and covering all species of amphibians (18) and reptiles (13) occurring in Slovakia and, in addition, amphibian and reptile taxa occurring in 94 other countries. Most of the contributions were published in popular magazines and non-indexed journals, while only about 12% of all references represent scientific articles from journals indexed in relevant scientific databases. The extensiveness of study on amphibians and reptiles has varied among different periods within the selected time frame. However, an obvious intensification in the field of herpetology can be observed, especially during the second half of the 20th century. While there have only been few professionals specialized in herpetology, an important role in promoting the research and conservation of amphibians and reptiles in Slovakia has been played by non-governmental organizations and hobbyists. The most frequent type of herpetological data in the referenced literature comes from faunistic research, followed by conservation and general information on herpetofauna, with the majority of published articles in indexed journals coming from the fields of palaeontology, phylogeography, and population genetics. The presented bibliography is the first step towards building a solid base for future systematic herpetological research in the country and Central Europe.

The monograph focuses on the issue of loneliness among substance-addicted people in the context of abstinence prospects and re/lapse prevention. In the monograph these phenomena, several theories were integrated and applied in the context of the ecosystem meta-framework of social work and practical contexts. The ecosystem meta-theory serves as a meta-construct with the ability to encompass the complexity of social phenomena as well as that of human beings within the structure of their living and social environment, formal and informal networks, and close intimate relationships. In this monograph are presented research sample consisted of 235 respondents – hospitalised addicts undergoing urgent treatment, abstaining A-club members as well as members of psychotherapy and self-help groups. The research showed that abstainers were statistically less lonely than the hospitalised respondents. Quantitative data of research are complemented by qualitative data collected in four case studies; two of them focused on two long-term abstainers from alcohol and drugs, while the other two case studies dealt with two respondents in post-hoc treatment undergoing the resocialization process. The research also showed that respondents who broke abstinence felt lonelier than their successfully abstaining counterparts. The results were supported also by the fact that a statistically significant inversely proportional relationship was identified between the duration of abstinence and loneliness rate. Gender differences were found between the hospitalised addicts in all loneliness dimensions. Naturally, the combined research was limited in certain aspects, mainly in terms of the size and proportional distribution of the research sample and its subgroups, test battery extent, and general nature of the population studied. Triangulation among quantitative and qualitative with the theoretical starting points confirmed the existence of a relationship among loneliness, addiction, and prospect of abstinence.

Knowledge of the way of life of our ancestors confirms that in the formation and development of the body, during the whole phylogeny, has physical activity a dominant position. Researches have shown that even in childhood, movement is not only a tool of prevention, but often also a method of dealing with the consequences of a sedentary lifestyle. From different areas of social life are recorded, as a consequence of this this sedentary life, the vertebrogenic disorders related to hyperkinesia, hyperlordosis and scoliosis which are accompanied by pain and often mean the exclusion of a child from school physical education.

The monograph is a summary of the findings of muscle disbalance and a need to help children and teenagers to have influence to the quality on the correct body holding by preventive exercises that have been verified in practice. It serves as a teaching material to fulfill physical and sports education goals, which emphasize, among other things, the formation and consolidation of habits of proper body holding and compensatory and relaxation exercises.

Zborník príspevkov zo VI. študentského sympózia z obchodného práva konaného dňa 28. novembra 2018 na Právnickej fakulte Univerzity Pavla Jozefa Šafárika v Košiciach

Katedra obchodného práva a hospodárskeho práva Právnickej fakulty Univerzity Pavla Jozefa Šafárika v Košiciach zorganizovala v poradí už VI. ročník študentského sympózia z obchodného práva, ktoré sa uskutočnilo dňa 28. novembra 2018 na pôde Právnickej fakulty UPJŠ v Košiciach. Podujatie bolo súčasťou riešenia výskumného projektu VEGA 1/0917/16 „Atypické a faktické vzťahy v obchodnom práve“. Cieľom každoročne organizovaných sympózií je vytvoriť diskusnú platformu pre študentov za účasti mentorov z radov členov katedry, a to učiteľov, vedecko-výskumných pracovníkov ako aj doktorandov.

Téma tohtoročného sympózia sa niesla v znamení ochrany proti obmedzovaniu hospodárskej súťaže. Obmedzovanie súťaže bez možnosti právneho postihu a nápravy by znamenalo pre obmedzovateľa ekonomickú výhodu na úkor ostatných súťažiteľov a ohrozenie celého trhu založenom na slobodnej súťaži. Študenti sa venovali viacerým problematickým otázkam súvisiacim s témou hospodárskej súťaže, pričom analyzovali slovenskú a európsku právnu úpravu, ako aj judikatúru súdov a rozhodnutia iných orgánov.

Pri spracovaní jednotlivých tém študenti mali možnoť zdokonaliť svoje analytické myslenie a argumentačné schopnosti ako aj rozvíjať svoje kritické myslenie. V rámci diskusie sa zrodili ďalšie zaujímave pohľady a názory, ktoré viedli účastníkov sympózia k aktívnemu zapojeniu sa k príspevkom ďalších účastníkov sympózia. Predkladaný zborník je výstupom prác študentov z tohto podujatia.

University textbook Selected Chapters from Managerial Ethics presents selected topics from the current issue of Managerial Ethics. The historical context of Managerial Ethics and its formation on the background of business ethics, up to the form of independent inter and trans discipline, is presented at the introduction. Being one of the subdisciplines of applied ethics, it is inherently normative and interdisciplinary. It represents an overlapping institutional aspect - management ethics and individual aspect - manager ethics. The issue of social responsibility in economics and business, or the moral profile of a manager as a key player of this applied ethics is mentioned. Institutionalization and implementation of ethics in corporate culture and the tools that are used in this so complex and interdisciplinary process are also a necessary step. Established ethical management systems, which complement the modularity of institutionalization, are also important. The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic. Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power. Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.
