Vysokoškolská učebnica Dejiny verejnej správy je svojou koncepciou i rozsahom doposiaľ najvýznamnejším a unikátnym textom tohto zamerania, publikovaným na Slovensku. Je zameraná na vývoj spravovania od antiky takmer až po súčasnosť. Venuje sa takým jednotlivým etapám, ako bola správa patrimoniálna, stavovská, absolutistická, napoleonská, konštitučná, totalitná a sovietska až po demokratickú, pričom si všíma nielen organizáciu správy a spravovania na centrálnej úrovni, ale aj na regionálnej a miestnej. This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.

The presented manual also draws attention to legal regulations and information with which municipalities come into contact most often and which, according to their wording, are required to be published.

Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu   demokratického    štátu,   základné   formy   výkonu   moci  v demokratickom   štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. Učebnica vyúsťuje do záverečnej kapitoly označenej nadpisom Právne postavenie jednotlivca v demokratickom právnom štáte(ľudské práva a ich ochrana).

A work entitled “General Establishment - Interpretation of Competences. A peer-reviewed collection of papers from the scientific conference." is a summary output of 25 papers presented at the scientific conference, which took place online on November 9, 2021. The conference was the final activity in solving the scientific research project entitled "Competences of Municipal Self-Government and the State's Participation in Their Implementation", implemented at the Faculty of Public Administration, University P.J. Šafárik in Košice with the financial support of the Scientific Grant Agency under no. 1/0367/19. The contributions provide a multidisciplinary view of the still living topic of defining competencies in the performance of the administration of the municipal territory between the state and the municipality, as the basic unit of territorial self-government in Slovakia. The articles analyze the issue from the perspective of not only administrative or constitutional law, but it is also possible to find among them those that describe problems and propose solutions at the political and economic level.

Doctoral studies, as the highest level of higher education, prepare students interested in further education to acquire new knowledge and creatively apply it in their future scientific work. Students of doctoral studies actively participate in obtaining new, original scientific results and thus contribute to the development of scientific knowledge in their field.

Doctoral studies play a crucial role in educating top experts. From this perspective, we consider it essential to emphasize creativity and originality in research work, the development of critical thinking, the ability to discuss specific professional problems in broader contexts, and the ability to present achieved results. The Faculty of Public Administration at P.J. Šafárik University in Košice also created space for such professional discussions and presentations of achieved results by organizing the 6th annual scientific conference "Theory and Practice of Public Administration," which took place on March 19, 2021. Public administration is an integral part of every democratic state, influencing each of our lives; therefore, discussing its current issues and familiarizing ourselves with new solutions is necessary. The scientific conference was attended by 33 participants from the Czech Republic, Poland, Ukraine, and Slovakia. The contributions presented focused on current public administration issues from legal, economic, social, and political perspectives.

Research into justice in public administration organizations has not yet been conducted in Slovakia, not even in the scope of respondents addressed. Therefore, we consider the project cross-sectional, current, and beneficial for deeper exploration of this area.

The project is designed as interdisciplinary, combining insights from legal perspectives in defining justice from labor law aspects, psychological and ethical evaluations of fairness levels, and knowledge from public administration management fields.

The inspiration for selecting this topic stems from its academic relevance, confirmed by both domestic and international studies, as well as its public relevance, where laypeople most intensely perceive justice/injustice in relation to remuneration and appropriate labor-law conditions – exemplified by teachers’ strikes (2003, 2006, 2016), nurses’ strikes (2003, 2006, 2012, 2016), ŽSR employees’ strikes (2003), and doctors’ strikes (2011).

Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?

Reviewed Proceedings of the 3rd Annual International Doctoral Student Conference, February 15, 2018

On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

Mnohé informácie v nej sú zaujímavé aj pre študentov humanitných odborov a filozofických či pedagogických fakúlt.  Explicitne je určená k predmetom Sociálna politika a Európska sociálna politika, tiež ako základ k predmetu Aplikovaná sociálna politika pre odbory verejná politika a verejná správa a európska verejná správa fakulty verejnej správy UPJŠ v Košiciach. Ponúka množstvo informácií o sociálnej politike, ako aplikovanej vednej disciplíne, ktorá je predovšetkým vedou pre prax (nie výskumom pre výskum). Vznikla sumarizáciou a syntézou mnohých domácich aj zahraničných autorov z rôznych vedných disciplín – politológia, ekonómia, právo, sociológia, ale aj sociálna práca či filozofia. Ponúka multiparadigmatický pohľad na sociálnu politiku Západnej civilizácie s jej axiologickým fundamentom, ktorý má svoj základ v historickom odkaze Starovekého Grécka, skrz kresťanstvo; predovšetkým kresťanské sociálne učenie, až po postmodernú polyparadigmatickú súčasnosť nového storočia a tisícročia. Je rozdelená do šestnástich základných kapitol, ktoré postupne predstavujú  sociálnu politiku od jej základných charakteristík a pojmov, cez aktérov  a  historický development, až po jej šesť základných integrálnych súčastí.

Meniace sa podmienky na trhu práce prinášajú aj nové výzvy pre pracovné právo. Pôvodne relatívne homogénny charakter pracovných síl je minulosťou a dochádza ku stále väčšej fragmentácii. Štandardná práca v pracovnom pomere na neurčitý čas a na plný úväzok je na ústupe, rozširujú sa najrôznejšie formy atypických zamestnaní. Osobitná regulácia právneho postavenia zamestnaných osôb môže byť  determinantom ovplyvňujúcim zachovávanie dôstojnosti a ich ochrany v pracovnom procese. Osobitné kategórie zamestnancov, ktorým v tejto monografii venujeme pozornosť sú určitým spôsobom „povýšené“ z hľadiska ochrany a  u niektorých  kategórií zamestnancov zaznamenávame práve medzerovitosť v ochrannej zložke pracovného práva. Trendom vývoja pracovného práva je okrem iného prirodzená miera upúšťania od prílišnej kogentnosti a rigidnosti právnej úpravy. Paradoxne nastupujúca ,,rigidná“ požiadavka flexibility pracovnoprávnych vzťahov a jej postupné „zapracovanie„ do jednotlivých právnych inštitútov Zákonníka práce či iných pracovnoprávnych predpisov,  spôsobuje ďalšie významné prehlbovanie zaostávania posilňovania ochrany zamestnanca (pri telepráci, pri platformových zamestnancoch).

On May 28, 2015, the Department of Public Policy and Public Administration, in cooperation with the organizing and scientific committee, organized a scientific conference with international participation titled "Current Challenges and Problems of Public Administration II. – Perspectives of Municipal Policy in Slovakia after the 2014 Elections."

The conference content followed up on the conference "Current Problems and Challenges of Public Administration I.," which was held on November 21, 2012, and laid the foundation for a series of conferences dedicated to the important issue of public administration. The conference focused on a broad range of problems related to public administration from the perspective of its understanding as an academic discipline in connection with political science, law, ethical aspects, economics, digitalization, and public administration management, with a focus on the perspectives of municipal policy.

The authors in their contributions did not remain only at the theoretical and generally descriptive level but sought to address existing problems by formulating proposals and possible ways to solve them in the application to public administration practice. The authors and editors believe that this collection of papers will have a positive contribution not only for theorists and students of the Faculty of Public Administration but also for representatives and professionals from practice who are daily confronted with issues of public administration.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. One of the most important tools at the disposal of local self-government units in the performance of the tasks entrusted to them is the power to issue general binding regulations in matters of local self-government and to ensure the tasks arising for local self-government from the law. Law-making at the level of towns and municipalities or higher territorial units is thus an integral part of the exercise of territorial self-government and ultimately expresses its specific character as an essential part of public administration.

The aim of the scientific conference organized by the Department of Public Law Disciplines, Faculty of Public Administration, UPJŠ in Košice on 27 November 2015 was an effort to present the achieved results of scientific research activities in the field of law-making at the level of cities and municipalities, or higher territorial units. The conference provided a wide space for discussion on current issues of municipal standard-setting with the participation of representatives of the professional public, as well as representatives of local government and local self-government.

The scientific conference and the peer-reviewed proceedings of the conference were realized as a part of the solution of the VEGA grant project No. 1/0683/13 under the title "Normative Formation of Municipalities in the Matters of Local Self-Government. The present collection of papers from the scientific conference is an expression of the long-term efforts of the Department of Public Administration, Faculty of Public Administration, UPJŠ in Košice to address current issues of public administration with a special focus on the issue of local government.

The main objective of the publication was to investigate the impact of motivation and job satisfaction on the performance and performance of employees in public administration organizations. The sub-objectives of the publication were to develop a theoretical background on motivation, job satisfaction, performance and performance and their inter-relationship; to suggest interventions arising from the research findings.

The content of the work can contribute partial findings to the understanding of work motivation and performance. The publication is intended for a circle of professionals who are dealing with the subject - human resource managers and theorists of human resource management. The work consists of two main parts. The first, theoretical part deals with the current state of the problem at home and abroad, with an emphasis on the solution of this problem in public administration. In this part there is also the author's theoretical contribution in the form of a general motivational-performance model and an applied contribution in the form of a proposal of intervention measures: a three-level incentive and motivational model.

The information is drawn from publications and scientific studies by renowned national and international authors. The second part describes the implementation of the research, the statistical evaluation of the obtained data using the methods of descriptive and inductive statistics, the discussion, in which the found results are compared with the results of other domestic and foreign scientific studies.

Predložené učebné texty obsahujú vybrané témy z teórie štátu, štátovedy, ústavného práva a teórie práva, v takom rozsahu a skladbe, aby poskytovali dostatok informácii študentom pre absolvovanie povinného študijného predmetu Teória štátu a práva, a súčasne vytvorili solídny základ propedeutického charakteru pre nadväzujúce právne študijné predmety.
Autori pri tvorbe učebných textov rešpektovali zaradenie študijného programu „európska verejná správa“ do študijného odboru verejná politika a verejná správa, čo znamená, že ide o neprávnický študijný program a študijný predmet, pre ktorý je učebný text určený, je zaradený do prvého semestra. Študijný program európska verejná správa je naviac špecifický tým, že nadväzujúce právne študijné predmety sa zameriavajú najmä na poznávanie inštitucionálneho fungovania Európskej únie, jej jednotlivých orgánov a práva Európskej únie. Predkladané učebné texty by mali možnú absenciu poznatkov zo slovenského právneho poriadku v nevyhnutnej miere doplniť.
