The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

Recenzovaný zborník príspevkov z vedeckej konferencie s medzinárodnou účasťou konanej dňa 28. mája 2015 v Košiciach

Dňa 28. mája 2015 zorganizovala Katedra verejnej politiky a verejnej správy v spolupráci s organizačným a vedeckým výborom vedeckú konferenciu s medzinárodnou účasťou s názvom „Aktuálne výzvy a problémy verejnej správy II. - Perspektívy komunálnej politiky na Slovensku po voľbách v roku 2014“. Konferencia svojim obsahom nadväzovala na konferenciu „Aktuálne problémy a výzvy verejnej správy I.“, ktorá bola realizovaná 21. novembra 2012 a položila základy pre cyklus konferencií venovaných tak závažnej problematike akou je verejná správa. Konferencia bola zameraná na širokú oblasť problémov spojených s verejnou správou z pohľadu jej chápania ako akademickej disciplíny v spojitosti s politológiou, právom, etickým aspektom, ekonómiou, elektronizáciou a riadením verejnej správy a zameraním sa na perspektívy komunálnej politiky. Autori vo svojich príspevkoch nezostávali len v rovine teoretickej a deskriptívno všeobecnej, no existujúce problémy sa snažili riešiť formulovaním návrhov a možných spôsobov ich riešenia v aplikácii na prax verejnej správy. Autori i zostavovatelia veria, že zborník príspevkov bude mať pozitívny prínos nielen pre teoretikov a študentov Fakulty verejnej správy, ale aj pre predstaviteľov a odborníkov z praxe, ktorí sú každodenne konfrontovaní s problematikou verejnej správy.

Hlavným cieľom publikácie bolo zistiť vplyv motivácie a pracovnej spokojnosti na výkonnosť a výkon zamestnancov organizácií verejnej správy. Čiastkovými cieľmi publikácie bolo vypracovať teoretické východiská o motivácii, pracovnej spokojnosti, výkonnosti a výkonu a ich vzájomného vzťahu; navrhnúť intervenčné opatrenia vyplývajúce z výsledkov výskumu.
Obsah práce môže prispieť čiastkovými zisteniami k pochopeniu pracovnej motivácie a výkonnosti. Publikácia je určená kruhu odborníkov, ktorí sa predmetnou problematikou zaoberajú - manažérom ľudských zdrojov a teoretikom manažmentu ľudských zdrojov.
Práca sa skladá z dvoch nosných častí. V prvej, teoretickej časti je spracovaný súčasný stav riešenej problematiky doma a v zahraničí, pričom dôraz je kladený na riešenie tejto problematiky vo verejnej správe. V tejto časti sa nachádza aj autorkin teoretický prínos v podobe všeobecného motivačno-výkonnostného modelu a aplikačný prínos v podobe návrhu intervenčných opatrení: trojúrovňového stimulačného a motivačného modelu. Informácie sú čerpané z publikácií a vedeckých štúdií renomovaných domácich a zahraničných autorov. V druhej časti je opísaná realizácia výskumu, štatistické vyhodnotenie získaných údajov pomocou metód deskriptívnej a induktívnej štatistiky, diskusia, v rámci ktorej sú komparované zistené výsledky s výsledkami iných domácich a zahraničných vedeckých štúdií.

Celkovo zahŕňa 21 príspevkov, ktoré sú podľa ich obsahového zamerania rozdelené do politologickej, právnej a sociálno-ekonomickej sekcie. Účastníci konferencie predstavili príspevky zamerané na teoretické a praktické aspekty verejnej správy. Zahrnuli do nich mnoho dôležitých postrehov, názorov, skúseností a poznatkov. Všetky publikované príspevky zároveň poskytujú priestor pre hlbšiu kvalifikovanú diskusiu.

Meniace sa podmienky na trhu práce prinášajú aj nové výzvy pre pracovné právo. Pôvodne relatívne homogénny charakter pracovných síl je minulosťou a dochádza ku stále väčšej fragmentácii. Štandardná práca v pracovnom pomere na neurčitý čas a na plný úväzok je na ústupe, rozširujú sa najrôznejšie formy atypických zamestnaní. Osobitná regulácia právneho postavenia zamestnaných osôb môže byť  determinantom ovplyvňujúcim zachovávanie dôstojnosti a ich ochrany v pracovnom procese. Osobitné kategórie zamestnancov, ktorým v tejto monografii venujeme pozornosť sú určitým spôsobom „povýšené“ z hľadiska ochrany a  u niektorých  kategórií zamestnancov zaznamenávame práve medzerovitosť v ochrannej zložke pracovného práva. Trendom vývoja pracovného práva je okrem iného prirodzená miera upúšťania od prílišnej kogentnosti a rigidnosti právnej úpravy. Paradoxne nastupujúca ,,rigidná“ požiadavka flexibility pracovnoprávnych vzťahov a jej postupné „zapracovanie„ do jednotlivých právnych inštitútov Zákonníka práce či iných pracovnoprávnych predpisov,  spôsobuje ďalšie významné prehlbovanie zaostávania posilňovania ochrany zamestnanca (pri telepráci, pri platformových zamestnancoch).

The conference is a traditional activity that is annually organized by the Faculty of Public Administration, P.J. Šafárik University in Košice. It is primarily intended for doctoral students and young researchers to facilitate open discussion, exchange of views, and mutual confrontation of the results of creative scientific activities.

This includes not only colleagues from Slovakia but also participants from abroad. The peer-reviewed articles provide, on one hand, a multidisciplinary perspective on the theoretical definition of public administration in the context of a functioning legal state. On the other hand, they also highlight practical aspects of public administration in everyday societal life. Peer-Reviewed Proceedings of Contributions from the International Scientific Conference Organized on the occasion of the 20th anniversary of the establishment of the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice, held on November 15, 2018, in Košice.

On November 15, 2018, an international scientific conference titled "Public Administration in the Contemporary Democratic and Legal State" was held at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.

This scientific event, attended by more than 60 experts from domestic and foreign universities and faculties, as well as representatives of various institutions from the public administration environment, marked the 20th anniversary of the Faculty of Public Administration. The first part of the conference took place within a plenary session, while the second part continued with discussions in four sections, whose names align with the priority scientific orientation of the faculty's departments. At the plenary session, as well as in the professional sections, many content-rich and inspiring presentations were delivered, which undoubtedly contribute to further developing the theory of public administration in general and to developing specific scientific topics addressed by the faculty's departments in particular.

The scientific conference was characterized by a working atmosphere, a cultivated scientific and professional environment, with numerous discussions among participants related to current issues and problems in public administration, as well as formulating proposals for further cooperation in the fields of science and education. The Faculty is publishing a peer-reviewed scientific proceedings from the conference, which will consist of two parts due to the large number of active participants. The first part includes three presentations from the plenary session corresponding to the content of contributions delivered during the section discussions guaranteed by the Department of Public Policy and Theory of Public Administration and the Department of Public Law Disciplines. The second part includes two presentations from the plenary session that are content-wise related to the discussions in sections guaranteed by the Department of Social Sciences and the Department of Economics and Public Administration Management.

We extend our gratitude to all active participants of the scientific conference, as well as to those who contributed organizationally to its preparation and course.
