The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.

Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.

Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.

The dynamically evolving contemporary society creates expectations and demands among citizens for public administration to be efficient, reliable, open, professional, and fast. New theories of knowledge, in connection with constant changes, must also include practical application and reflection of these characteristics in the public administration system in practice. For this reason, it is important to pay attention to new approaches from both theoretical and practical perspectives to the application of modern public administration in the conditions of the V4 countries.

Given that public administration is an interdisciplinary scientific discipline that utilizes knowledge from a wide range of scientific fields and thus enables a comprehensive approach to solving problems of modern public administration, the peer-reviewed proceedings of contributions from the doctoral students' scientific conference are divided into three sections: socio-economic, political science, and legal. The sections eruditely respond to current public administration problems from both theoretical and practical perspectives.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

A work entitled “General Establishment - Interpretation of Competences. A peer-reviewed collection of papers from the scientific conference." is a summary output of 25 papers presented at the scientific conference, which took place online on November 9, 2021. The conference was the final activity in solving the scientific research project entitled "Competences of Municipal Self-Government and the State's Participation in Their Implementation", implemented at the Faculty of Public Administration, University P.J. Šafárik in Košice with the financial support of the Scientific Grant Agency under no. 1/0367/19. The contributions provide a multidisciplinary view of the still living topic of defining competencies in the performance of the administration of the municipal territory between the state and the municipality, as the basic unit of territorial self-government in Slovakia. The articles analyze the issue from the perspective of not only administrative or constitutional law, but it is also possible to find among them those that describe problems and propose solutions at the political and economic level.

In mid-October 2014, the second annual conference "Human Capital and Society" was held, organized by the Department of Social Studies of the Faculty of Public Administration at P. J. Šafárik University in Košice, in collaboration with another department of the faculty, the Department of Economics and Management of Public Administration. Today, you have before you the proceedings encompassing contributions presented by participants of this conference. In preparing it, the editors had to deal with the diversity of the participants' profiles, which was reflected in the authors' approaches to the issues they addressed, and subsequently had the contributions reviewed by experts from various fields. The individual contributions address traditional topics, as well as newer and emerging themes, reflecting current problems and questions related to human capital, organizational behavior, and primarily, public administration.

At the conference, researchers specializing in management, psychology, political science, social work, sociology, anthropology, linguistics, as well as individuals who do not belong to just one scientific discipline, came together. It was interesting to see how people from different disciplines view the same phenomenon. The conference demonstrated that an interdisciplinary approach can highlight the shortcomings in identifying and understanding problems from the perspective of just one discipline.

The first study, which concentrates on the characteristics of teachers' work, describes broader theoretical foundations and defines basic concepts related to work.

It also provides an analysis of the work of university teachers, identifying several shortcomings. The research findings revealed significant differences in the time demands of tasks performed by teachers and in the perceived importance of these tasks. Teachers utilize their working time fund beyond 100%, and it can be expected that the teacher population considers their tasks as rather important to definitely important. There is a relationship between the estimated time demands of certain tasks and the perceived importance of these tasks. Based on the findings, conclusions and proposals for intervention measures are formulated, and a construct of key competencies of university teachers is presented, which includes basic, social, pedagogical, research, and managerial competencies.

The second study analyzes the level of satisfaction, self-fulfillment, competencies in teachers' work, and the prestige of the teaching profession in relation to gender, academic rank, seniority, and the specific field of expertise.

The third study, which deals with the topic of teacher career, provides an overview of theoretical foundations of career.

The presented publication offers an overview of accounting issues and is focused on bookkeeping in budgetary organizations established by municipalities and higher territorial units. The introduction points out the basic principles of accounting and the need for harmonization. It then focuses on the specifics of financing in self-governing budgetary organizations and their accounting representation.

Subsequent sections are dedicated to individual accounting classes, where basic concepts are defined and entries of selected accounting cases are explained. The final part covers the accounting closing, which defines activities related to closing the accounting period and highlights the process of preparing the financial statements.

Budgetary organizations belong to public administration entities that prepare only individual financial statements, which, however, are included in the consolidated financial statements of their founder. Following from this, the concluding subchapters are also devoted to a brief explanation of the essence of consolidation, the need for audits, and the methods of disclosing data from financial statements.

The vast majority of these publication outputs are relatively easily accessible to domestic readers, whether in print or electronic form. However, since several key published outputs are less accessible to Slovak readers for various reasons, we decided to reprint at least some of them in their Slovak-language versions in this collection. As all the texts reprinted here underwent proper peer review during their original publication, it was no longer necessary to review their Slovak-language versions again. For each published study, we therefore provide bibliographic details of its original publication, including the names of reviewers, scientific editors, and others.

Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu   demokratického    štátu,   základné   formy   výkonu   moci  v demokratickom   štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. Učebnica vyúsťuje do záverečnej kapitoly označenej nadpisom Právne postavenie jednotlivca v demokratickom právnom štáte(ľudské práva a ich ochrana).

Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?

This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.
