On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

Vysokoškolská učebnica poskytuje ucelený prehľad teoretických východísk, základných myšlienok, koncepcií a súvislostí v problematike cieľov a nástrojov hospodárskej politiky. Učebnica sa zameriava na kombináciu teórie a praxe hospodárskej politiky a sumarizuje reálie v rámci cieľov hospodárskej politiky a jednotlivých druhov politík ako súčasti cyklu verejnej politiky v súčasných demokratických a právnych štátoch. Hospodársku politiku autori vnímajú ako verejnú politiku, ktorá je praktickou činnosťou vlád štátov, a zároveň aj etablovanou teoretickou vednou disciplínou, ktorá má svoje teoretické východiská a koncepcie. Autori hospodársku politiku sledujú aj v jej praktických implikáciách, ktoré sa prejavujú v jednotlivých parciálnych politikách. Vzhľadom na celospoločenskú významnosť a schopnosti ovplyvniť správanie ekonomických subjektov, štátu a verejnej správy, autori upriamujú pozornosť na menovú politiku, fiškálnu politiku, zahranično-obchodnú politiku, stabilizačnú politiku, politiku hospodárskej súťaže a štruktúrnu politiku a na celkové hodnotenie účinnosti hospodárskej politiky. Jednotlivé hospodárske politiky autori rozpracovávajú samostatne, a následne aj v ich vzájomných súvislostiach. Vysokoškolská učebnica je súhrnnou publikáciou približujúcou čitateľovi teóriu a prax hospodárskej politiky v Slovenskej republike a v širšom európskom priestore.

This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.

Peer-reviewed proceedings of the scientific conference, which took place on 27.11.2015 at the Faculty of Public Administration, UPJŠ v Košice, Popradská 66, 041 32 Košice

Territorial self-government forms an integral part of a modern democratic and legal state. It is an expression of efforts to implement tasks to ensure the needs of the territorial community of citizens at the level that is closest to them.

One of the most important tools at the disposal of local self-government units in the performance of the tasks entrusted to them is the power to issue general binding regulations in matters of local self-government and to ensure the tasks arising for local self-government from the law. Law-making at the level of towns and municipalities or higher territorial units is thus an integral part of the exercise of territorial self-government and ultimately expresses its specific character as an essential part of public administration.

The aim of the scientific conference organized by the Department of Public Law Disciplines, Faculty of Public Administration, UPJŠ in Košice on 27 November 2015 was an effort to present the achieved results of scientific research activities in the field of law-making at the level of cities and municipalities, or higher territorial units. The conference provided a wide space for discussion on current issues of municipal standard-setting with the participation of representatives of the professional public, as well as representatives of local government and local self-government.

The scientific conference and the peer-reviewed proceedings of the conference were realized as a part of the solution of the VEGA grant project No. 1/0683/13 under the title "Normative Formation of Municipalities in the Matters of Local Self-Government. The present collection of papers from the scientific conference is an expression of the long-term efforts of the Department of Public Administration, Faculty of Public Administration, UPJŠ in Košice to address current issues of public administration with a special focus on the issue of local government.

The textbook addresses the issue of Human resource management and is intended for students and professionals. The purpose of the textbook is to present current knowledge about human resource management, a description of personnel processes and characteristics of personnel work methods so that the student can apply them in practice.

Text also focuses on personnel practice in state government institutions. The textbook contains ten chapters. The introductory part deals with the theoretical background and the contribution of human resource management to the organisation's success. Subsequently, individual personnel processes are processed. Attention is also paid to the use of modern technologies and artificial intelligence in personnel processes.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

Peer-Reviewed Proceedings of Contributions from the International Scientific Conference Organized on the occasion of the 20th anniversary of the establishment of the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice, held on November 15, 2018, in Košice.

On November 15, 2018, an international scientific conference titled "Public Administration in the Contemporary Democratic and Legal State" was held at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.

This scientific event, attended by more than 60 experts from domestic and foreign universities and faculties, as well as representatives of various institutions from the public administration environment, marked the 20th anniversary of the Faculty of Public Administration. The first part of the conference took place within a plenary session, while the second part continued with discussions in four sections, whose names align with the priority scientific orientation of the faculty's departments. At the plenary session, as well as in the professional sections, many content-rich and inspiring presentations were delivered, which undoubtedly contribute to further developing the theory of public administration in general and to developing specific scientific topics addressed by the faculty's departments in particular.

The scientific conference was characterized by a working atmosphere, a cultivated scientific and professional environment, with numerous discussions among participants related to current issues and problems in public administration, as well as formulating proposals for further cooperation in the fields of science and education. The Faculty is publishing a peer-reviewed scientific proceedings from the conference, which will consist of two parts due to the large number of active participants. The first part includes three presentations from the plenary session corresponding to the content of contributions delivered during the section discussions guaranteed by the Department of Public Policy and Theory of Public Administration and the Department of Public Law Disciplines. The second part includes two presentations from the plenary session that are content-wise related to the discussions in sections guaranteed by the Department of Social Sciences and the Department of Economics and Public Administration Management.

We extend our gratitude to all active participants of the scientific conference, as well as to those who contributed organizationally to its preparation and course.

The textbook Citizenship in the Context of the Ethics of Care seeks to introduce students of the humanities and social sciences to current issues of citizenship from the perspective of a specific moral-philosophical theory—namely, feminist moral philosophy, specifically the feminist ethics of care. Traditionally, the topic of citizenship and its related questions have been perceived and studied primarily as subjects of political thought and political theory.

We predominantly consider citizenship as a political category, which is mainly the domain of political science or, at most, other social science disciplines. However, both the past and the present urge us to reflect on citizenship in connection with humanity and solidarity, and thus from a moral perspective. Understanding citizenship solely as a political category and political institution is insufficient. The conceptual separation of politics from morality and ethics results in difficulties in grasping citizenship as a morally relevant category and as an ethical value. This, in turn, prevents us from critically analyzing the assumptions underlying our understanding of citizenship and, ultimately, from identifying the causes and factors that contribute to the failures of civil society, as well as the shortcomings and deficits in the realization of citizenship as a vision based on freedom, equality, and solidarity.

Thus, the textbook clarifies the values associated with democratic citizenship, while also highlighting the potential of the feminist ethics of care as an analytical, evaluative-critical, and applicative tool for understanding and examining the concept of citizenship and the practice of citizenship as a caring practice, and as the practice of caring for a good life in civil society.

Collection of contributions from 8th annual conference of the international doctoral conference "Theory and Practice of Public Administration", which took place on February 17, 2023 online through Microsoft Teams under the auspices of the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice.

The conference was attended by 32 doctoral students from the Slovak Republic, Ukraine, and African countries. The conference allowed the participants to present the results of their scientific research activities in the field of public administration. The conference participants were divided into 4 sections according to the topic of their contribution. In the political science section, the participants presented contributions thematically focused, for example, on the solution of green issues in the Slovak Republic or the influence of the political culture of the inhabitants of the Slovak-Ukrainian border on local and regional political processes.

The social section provided a space for presenting contributions and discussing, for example, the impact of the COVID-19 pandemic on marginalized groups in the Slovak Republic. In the economic section, participants presented contributions from, for example, the field of waste management or the impact of employing foreigners on the economy of the Slovak Republic. The legal sections dealt with, for example, the topic of current changes in public procurement, the activities of VÚC councils or the protection of personal data of minors in the online space.

The methodological manual is thematically focused on the identification and analysis of key problems of self-government of "small" municipalities in selected areas. We specified the basic areas: financing of municipal competences, waste management and its financing, management of municipal waste. Subsequently, attention is paid to the creation of appropriate strategic solutions to the identified problems through a methodological manual, while maintaining the basic principles of public administration.

The result of our identification and subsequent analysis of selected problems is to offer possible solutions and point out the justification of the need to solve selected problems of self-government, which can be used in practice and offer possible solutions to correct the negative situation.

Marketing bol donedávna spájaný s koncepciou ziskovosti a konkurencieschopnosti. V posledných rokoch sa však uplatňuje aj v organizáciách, ktoré nedosahujú zisk, ako napr. kultúrne a vzdelávacie inštitúcie, politické strany, dobrovoľné alebo charitatívne organizácie, ale aj pri propagovaní ľudí a ich názorov, udalostí a miest. Dôvodom je predovšetkým tlak na efektívnejšie využívanie verejných zdrojov, ako aj narastajúca konkurencia. Koncepcia marketingu územia ovplyvňuje tak názory na miesto pobytu, priemyselné a obchodné zóny, územie, cestovný ruch a územný imidž. Predložený vysokoškolský učebný text, slúži ako študijný materiál ponúkajúci základy marketingu aplikovaného pre oblasť služieb a pre oblasť teritória: je určený predovšetkým pre študentov voliteľných predmetov na Fakulte verejnej správy.

Preto je základom jeho úspešnej adaptácie vykonávanie objektívnych finančných analýz a hodnotení vlastných finančných možností. Na základe toho je nevyhnutné poznať systém kvalitatívnych finančných ukazovateľov, prostredníctvom ktorých dokážeme posúdiť finančnú situáciu a výkonnosť. Učebné texty poukazujú aj na výpočet konkrétnych ukazovateľov, identifikáciu vzájomných vzťahov medzi ukazovateľmi a ich dynamiku, vyjadrujúcu tendencie vo vývoji finančnej situácie v časovom horizonte.
