A peer-reviewed proceeding of contributions from the 9th international scientific conference “Public Administration and Society” which was held on September 30th, 2022 at the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice. The content of the proceeding consists of the latest scientific knowledge of domestic and foreign authors conceived in thematic areas of law, sociology, economics and political science. The focus of the conference was to present the results of scientific research activities in the field of modern theory and practice of public administration, as well as the opportunities to share practical experiences, to create space for establishing and deepening cooperation with domestic and foreign universities and research institutes, public administration institutions and bodies and to exchange the experiences and knowledge by public servants.

Peer-reviewed proceedings of the scientific conference, which took place on 27.11.2015 at the Faculty of Public Administration, UPJŠ v Košice, Popradská 66, 041 32 Košice

Territorial self-government forms an integral part of a modern democratic and legal state. It is an expression of efforts to implement tasks to ensure the needs of the territorial community of citizens at the level that is closest to them.

One of the most important tools at the disposal of local self-government units in the performance of the tasks entrusted to them is the power to issue general binding regulations in matters of local self-government and to ensure the tasks arising for local self-government from the law. Law-making at the level of towns and municipalities or higher territorial units is thus an integral part of the exercise of territorial self-government and ultimately expresses its specific character as an essential part of public administration.

The aim of the scientific conference organized by the Department of Public Law Disciplines, Faculty of Public Administration, UPJŠ in Košice on 27 November 2015 was an effort to present the achieved results of scientific research activities in the field of law-making at the level of cities and municipalities, or higher territorial units. The conference provided a wide space for discussion on current issues of municipal standard-setting with the participation of representatives of the professional public, as well as representatives of local government and local self-government.

The scientific conference and the peer-reviewed proceedings of the conference were realized as a part of the solution of the VEGA grant project No. 1/0683/13 under the title "Normative Formation of Municipalities in the Matters of Local Self-Government. The present collection of papers from the scientific conference is an expression of the long-term efforts of the Department of Public Administration, Faculty of Public Administration, UPJŠ in Košice to address current issues of public administration with a special focus on the issue of local government.

The proceedings contain contributions from the participants of the conference Theory and Practice of Public Administration: Doctoral Students' Scientific Conference, held on February 17, 2016, at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.

The publication includes 29 contributions, thematically divided into political science, legal, and socio-economic sections. Participants presented diverse and current professional topics, enriching the contemporary theory and practice of public administration. Authors incorporated significant insights, opinions, experiences, and knowledge into their conference papers. All published contributions provide space for deeper, qualified discussion.

The vast majority of these publication outputs are relatively easily accessible to domestic readers, whether in print or electronic form. However, since several key published outputs are less accessible to Slovak readers for various reasons, we decided to reprint at least some of them in their Slovak-language versions in this collection. As all the texts reprinted here underwent proper peer review during their original publication, it was no longer necessary to review their Slovak-language versions again. For each published study, we therefore provide bibliographic details of its original publication, including the names of reviewers, scientific editors, and others.

From June 14 to June 17, 2022, the 8th annual Spring School for Doctoral Students at Pavol Jozef Šafárik University in Košice will take place in Liptovský Ján. The scientific program of the spring school will comprise 3 plenary lectures by leading scientific experts and 1 workshop. Doctoral students will present their research papers in two sections: 22 doctoral students of Faculty of Public Administration, Faculty of Law and Faculty of Arts, and 26 doctoral students of Faculty of Medicine and Faculty of Science. The University Textbook is the first one of two publications prepared for the newly created study subject "Competencies of Capacities in Public Institutions ", implemented within the activity "Cooperation of Public Institutions in Youth's Education" of the project "Future of Public Administration" (FoPA), which is implemented in the Good Governance and Cross-Border Cooperation program, co-financed by the EEA Financial Mechanism and the State Budget of the Slovak Republic. However, the consistent implementation of the concept of Good Governance requires an in-depth understanding of the aspects that are associated in practice with the application of individual principles of Good Governance. The presented university textbook "Good Governance manual for Future Experts in Public Institutions" has ambition in fulfilling the 12 principles of Good Governance.

Preto je základom jeho úspešnej adaptácie vykonávanie objektívnych finančných analýz a hodnotení vlastných finančných možností. Na základe toho je nevyhnutné poznať systém kvalitatívnych finančných ukazovateľov, prostredníctvom ktorých dokážeme posúdiť finančnú situáciu a výkonnosť. Učebné texty poukazujú aj na výpočet konkrétnych ukazovateľov, identifikáciu vzájomných vzťahov medzi ukazovateľmi a ich dynamiku, vyjadrujúcu tendencie vo vývoji finančnej situácie v časovom horizonte.

Vysokoškolská učebnica poskytuje ucelený prehľad teoretických východísk, základných myšlienok, koncepcií a súvislostí v problematike cieľov a nástrojov hospodárskej politiky. Učebnica sa zameriava na kombináciu teórie a praxe hospodárskej politiky a sumarizuje reálie v rámci cieľov hospodárskej politiky a jednotlivých druhov politík ako súčasti cyklu verejnej politiky v súčasných demokratických a právnych štátoch. Hospodársku politiku autori vnímajú ako verejnú politiku, ktorá je praktickou činnosťou vlád štátov, a zároveň aj etablovanou teoretickou vednou disciplínou, ktorá má svoje teoretické východiská a koncepcie. Autori hospodársku politiku sledujú aj v jej praktických implikáciách, ktoré sa prejavujú v jednotlivých parciálnych politikách. Vzhľadom na celospoločenskú významnosť a schopnosti ovplyvniť správanie ekonomických subjektov, štátu a verejnej správy, autori upriamujú pozornosť na menovú politiku, fiškálnu politiku, zahranično-obchodnú politiku, stabilizačnú politiku, politiku hospodárskej súťaže a štruktúrnu politiku a na celkové hodnotenie účinnosti hospodárskej politiky. Jednotlivé hospodárske politiky autori rozpracovávajú samostatne, a následne aj v ich vzájomných súvislostiach. Vysokoškolská učebnica je súhrnnou publikáciou približujúcou čitateľovi teóriu a prax hospodárskej politiky v Slovenskej republike a v širšom európskom priestore.

The main objective of the publication was to investigate the impact of motivation and job satisfaction on the performance and performance of employees in public administration organizations. The sub-objectives of the publication were to develop a theoretical background on motivation, job satisfaction, performance and performance and their inter-relationship; to suggest interventions arising from the research findings.

The content of the work can contribute partial findings to the understanding of work motivation and performance. The publication is intended for a circle of professionals who are dealing with the subject - human resource managers and theorists of human resource management. The work consists of two main parts. The first, theoretical part deals with the current state of the problem at home and abroad, with an emphasis on the solution of this problem in public administration. In this part there is also the author's theoretical contribution in the form of a general motivational-performance model and an applied contribution in the form of a proposal of intervention measures: a three-level incentive and motivational model.

The information is drawn from publications and scientific studies by renowned national and international authors. The second part describes the implementation of the research, the statistical evaluation of the obtained data using the methods of descriptive and inductive statistics, the discussion, in which the found results are compared with the results of other domestic and foreign scientific studies.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?
