A work entitled “General Establishment - Interpretation of Competences. A peer-reviewed collection of papers from the scientific conference." is a summary output of 25 papers presented at the scientific conference, which took place online on November 9, 2021. The conference was the final activity in solving the scientific research project entitled "Competences of Municipal Self-Government and the State's Participation in Their Implementation", implemented at the Faculty of Public Administration, University P.J. Šafárik in Košice with the financial support of the Scientific Grant Agency under no. 1/0367/19. The contributions provide a multidisciplinary view of the still living topic of defining competencies in the performance of the administration of the municipal territory between the state and the municipality, as the basic unit of territorial self-government in Slovakia. The articles analyze the issue from the perspective of not only administrative or constitutional law, but it is also possible to find among them those that describe problems and propose solutions at the political and economic level.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?

The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen.

This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources.

In this, it is also questionable how the system of state administration authorities and local government authorities is reflected in this structure (in the case of known differences in their operation in both these regimes, or in a regime of delegated performance of state administration), including the conditions of funding these services as public services.

Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. Presented publication is an outcome from the scientific conference for students and young scientists that took place on 12th and 13th May 2016 at the Department of Political science, Faculty of Arts, Pavol Jozef Šafárik University in Košice. The main aim of the presented is to bring up outcomes of research of young scientists and students from Slovakia, as well as from abroad. Many of the presented papers have become integral part of qualification theses of their authors.

This conference proceedings contains 22 papers in Slovak, Czech and English language thematically creating four different parts.

Papers regarding international relations or issues exceeding a level of state power are dealing with issues of globalization, counterculture, international terrorism, extremism and a role of the EU in the Arctic. Papers dealing with the situation in the Slovak republic and abroad cover reform of security in Slovakia and in Romania, issue of dealing with totalitarian history of the states of the Visegrad group as well as development of funding of education system in Slovakia since 1919. In case of authors focusing on the socio-political situation in Slovakia we can find papers analyzing role of a reeve in city of Košice, first great political conflict during a rule of Vladimír Mečiar in Slovakia, role of Roma population in political environment in Slovakia, but also those concerning local activist or action groups and examining attitude of nursing care students towards euthanasia. The conference proceedings contents also four papers regarding theoretical or philosophical issues.

Their authors focused on topic of social state, social equality, democratic theories and transformation of human nature in “post-human” era.

Proceedings of the International Scientific Conference, October 16, 2014, Košice

In mid-October 2014, the second annual conference "Human Capital and Society" was held, organized by the Department of Social Studies of the Faculty of Public Administration at P. J. Šafárik University in Košice, in collaboration with another department of the faculty, the Department of Economics and Management of Public Administration. Today, you have before you the proceedings encompassing contributions presented by participants of this conference. In preparing it, the editors had to deal with the diversity of the participants' profiles, which was reflected in the authors' approaches to the issues they addressed, and subsequently had the contributions reviewed by experts from various fields. The individual contributions address traditional topics, as well as newer and emerging themes, reflecting current problems and questions related to human capital, organizational behavior, and primarily, public administration.

At the conference, researchers specializing in management, psychology, political science, social work, sociology, anthropology, linguistics, as well as individuals who do not belong to just one scientific discipline, came together. It was interesting to see how people from different disciplines view the same phenomenon. The conference demonstrated that an interdisciplinary approach can highlight the shortcomings in identifying and understanding problems from the perspective of just one discipline.

The first study, which concentrates on the characteristics of teachers' work, describes broader theoretical foundations and defines basic concepts related to work.

It also provides an analysis of the work of university teachers, identifying several shortcomings. The research findings revealed significant differences in the time demands of tasks performed by teachers and in the perceived importance of these tasks. Teachers utilize their working time fund beyond 100%, and it can be expected that the teacher population considers their tasks as rather important to definitely important. There is a relationship between the estimated time demands of certain tasks and the perceived importance of these tasks. Based on the findings, conclusions and proposals for intervention measures are formulated, and a construct of key competencies of university teachers is presented, which includes basic, social, pedagogical, research, and managerial competencies.

The second study analyzes the level of satisfaction, self-fulfillment, competencies in teachers' work, and the prestige of the teaching profession in relation to gender, academic rank, seniority, and the specific field of expertise.

The third study, which deals with the topic of teacher career, provides an overview of theoretical foundations of career.
