Presented publication is an outcome from the scientific conference for students and young scientists that took place on 12th and 13th May 2016 at the Department of Political science, Faculty of Arts, Pavol Jozef Šafárik University in Košice. The main aim of the presented is to bring up outcomes of research of young scientists and students from Slovakia, as well as from abroad. Many of the presented papers have become integral part of qualification theses of their authors.

This conference proceedings contains 22 papers in Slovak, Czech and English language thematically creating four different parts.

Papers regarding international relations or issues exceeding a level of state power are dealing with issues of globalization, counterculture, international terrorism, extremism and a role of the EU in the Arctic. Papers dealing with the situation in the Slovak republic and abroad cover reform of security in Slovakia and in Romania, issue of dealing with totalitarian history of the states of the Visegrad group as well as development of funding of education system in Slovakia since 1919. In case of authors focusing on the socio-political situation in Slovakia we can find papers analyzing role of a reeve in city of Košice, first great political conflict during a rule of Vladimír Mečiar in Slovakia, role of Roma population in political environment in Slovakia, but also those concerning local activist or action groups and examining attitude of nursing care students towards euthanasia. The conference proceedings contents also four papers regarding theoretical or philosophical issues.

Their authors focused on topic of social state, social equality, democratic theories and transformation of human nature in “post-human” era.

Vysokoškolská učebnica pripravená na pôde Fakulty verejnej správy UPJŠ je primárne určená ako študijná literatúra pre výučbu viacerých študijných predmetov na tejto fakulte, ale aj iných fakultách UPJŠ. Jej obsah zodpovedá porovnateľným  učebnicovým dielam vydaným ostatnom desaťročí v Slovenskej republike. Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu   demokratického    štátu,   základné   formy   výkonu   moci  v demokratickom   štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. Učebnica vyúsťuje do záverečnej kapitoly označenej nadpisom Právne postavenie jednotlivca v demokratickom právnom štáte(ľudské práva a ich ochrana).

Collection of contributions from 8th annual conference of the international doctoral conference "Theory and Practice of Public Administration", which took place on February 17, 2023 online through Microsoft Teams under the auspices of the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice.

The conference was attended by 32 doctoral students from the Slovak Republic, Ukraine, and African countries. The conference allowed the participants to present the results of their scientific research activities in the field of public administration. The conference participants were divided into 4 sections according to the topic of their contribution. In the political science section, the participants presented contributions thematically focused, for example, on the solution of green issues in the Slovak Republic or the influence of the political culture of the inhabitants of the Slovak-Ukrainian border on local and regional political processes.

The social section provided a space for presenting contributions and discussing, for example, the impact of the COVID-19 pandemic on marginalized groups in the Slovak Republic. In the economic section, participants presented contributions from, for example, the field of waste management or the impact of employing foreigners on the economy of the Slovak Republic. The legal sections dealt with, for example, the topic of current changes in public procurement, the activities of VÚC councils or the protection of personal data of minors in the online space.

Doctoral studies, as the highest level of higher education, prepare students interested in further education to acquire new knowledge and creatively apply it in their future scientific work. Students of doctoral studies actively participate in obtaining new, original scientific results and thus contribute to the development of scientific knowledge in their field.

Doctoral studies play a crucial role in educating top experts. From this perspective, we consider it essential to emphasize creativity and originality in research work, the development of critical thinking, the ability to discuss specific professional problems in broader contexts, and the ability to present achieved results. The Faculty of Public Administration at P.J. Šafárik University in Košice also created space for such professional discussions and presentations of achieved results by organizing the 6th annual scientific conference "Theory and Practice of Public Administration," which took place on March 19, 2021. Public administration is an integral part of every democratic state, influencing each of our lives; therefore, discussing its current issues and familiarizing ourselves with new solutions is necessary. The scientific conference was attended by 33 participants from the Czech Republic, Poland, Ukraine, and Slovakia. The contributions presented focused on current public administration issues from legal, economic, social, and political perspectives.

Proceedings of the International Scientific Conference, October 16, 2014, Košice

In mid-October 2014, the second annual conference "Human Capital and Society" was held, organized by the Department of Social Studies of the Faculty of Public Administration at P. J. Šafárik University in Košice, in collaboration with another department of the faculty, the Department of Economics and Management of Public Administration. Today, you have before you the proceedings encompassing contributions presented by participants of this conference. In preparing it, the editors had to deal with the diversity of the participants' profiles, which was reflected in the authors' approaches to the issues they addressed, and subsequently had the contributions reviewed by experts from various fields. The individual contributions address traditional topics, as well as newer and emerging themes, reflecting current problems and questions related to human capital, organizational behavior, and primarily, public administration.

At the conference, researchers specializing in management, psychology, political science, social work, sociology, anthropology, linguistics, as well as individuals who do not belong to just one scientific discipline, came together. It was interesting to see how people from different disciplines view the same phenomenon. The conference demonstrated that an interdisciplinary approach can highlight the shortcomings in identifying and understanding problems from the perspective of just one discipline.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. V prvej časti učebnice je predmetom výkladu a analýzy teória ústavy. Autor kladie v tejto časti osobitný zreteľ  na dynamicky sa rozvíjajúce časti ústavnej teórie, ku ktorým patrí najmä problematika materiálneho jadra ústavy a súdna kontrola ústavnosti. Druhá časť učebnice má komparatívny charakter. Autor v nej analyzuje genézu a rozbor súčasného stavu ústavných modelov tradičných demokracií (USA,  Spojené kráľovstvo Veľkej Británie a Severného Írska, Francúzska a SRN), ako štátov zoskupenia V4 (Poľská republika, Maďarsko, Česká republika, Slovenská republika).

The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen.

This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources.

In this, it is also questionable how the system of state administration authorities and local government authorities is reflected in this structure (in the case of known differences in their operation in both these regimes, or in a regime of delegated performance of state administration), including the conditions of funding these services as public services.
