The peer-reviewed non-conference proceedings entitled: "Quality of life of citizens - challenges, determinants and solutions" is one of the outputs of the VEGA project no. 1/0055/22 "The importance of smart technologies in the process of mitigating the economic and socio-psychological impacts of the COVID-19 pandemic on the quality of life of population.", which is being addressed at the Pavol Jozef Šafárik University in Košice, Faculty of Public Administration, Department of Economics and Public Administration Management.
The papers published in this proceedings support the research part of the investigators of the scientific project with their content. At the same time, they create a professional and scientific diapasone for further investigation and creation of scientific hypotheses.

This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.
Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. The publication creates an interdisciplinary platform for knowledge exchange between academia and professional practice. It reflects current trends in the digital transformation of the public sector and highlights key challenges related to the systematic integration of AI into state and local administration processes. The main objective of the proceedings is to contribute to expert discourse on the future of public administration in Slovakia and to support the development of practical recommendations for its modernisation.

The textbook addresses the issue of Human resource management and is intended for students and professionals. The purpose of the textbook is to present current knowledge about human resource management, a description of personnel processes and characteristics of personnel work methods so that the student can apply them in practice.
Text also focuses on personnel practice in state government institutions. The textbook contains ten chapters. The introductory part deals with the theoretical background and the contribution of human resource management to the organisation's success. Subsequently, individual personnel processes are processed. Attention is also paid to the use of modern technologies and artificial intelligence in personnel processes.

Vysokoškolská učebnica poskytuje ucelený prehľad teoretických východísk, základných myšlienok, koncepcií a súvislostí v problematike cieľov a nástrojov hospodárskej politiky. Učebnica sa zameriava na kombináciu teórie a praxe hospodárskej politiky a sumarizuje reálie v rámci cieľov hospodárskej politiky a jednotlivých druhov politík ako súčasti cyklu verejnej politiky v súčasných demokratických a právnych štátoch. Hospodársku politiku autori vnímajú ako verejnú politiku, ktorá je praktickou činnosťou vlád štátov, a zároveň aj etablovanou teoretickou vednou disciplínou, ktorá má svoje teoretické východiská a koncepcie. Autori hospodársku politiku sledujú aj v jej praktických implikáciách, ktoré sa prejavujú v jednotlivých parciálnych politikách. Vzhľadom na celospoločenskú významnosť a schopnosti ovplyvniť správanie ekonomických subjektov, štátu a verejnej správy, autori upriamujú pozornosť na menovú politiku, fiškálnu politiku, zahranično-obchodnú politiku, stabilizačnú politiku, politiku hospodárskej súťaže a štruktúrnu politiku a na celkové hodnotenie účinnosti hospodárskej politiky. Jednotlivé hospodárske politiky autori rozpracovávajú samostatne, a následne aj v ich vzájomných súvislostiach. Vysokoškolská učebnica je súhrnnou publikáciou približujúcou čitateľovi teóriu a prax hospodárskej politiky v Slovenskej republike a v širšom európskom priestore.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.
Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.
The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?
Predložené učebné texty obsahujú vybrané témy z teórie štátu, štátovedy, ústavného práva a teórie práva, v takom rozsahu a skladbe, aby poskytovali dostatok informácii študentom pre absolvovanie povinného študijného predmetu Teória štátu a práva, a súčasne vytvorili solídny základ propedeutického charakteru pre nadväzujúce právne študijné predmety.
Autori pri tvorbe učebných textov rešpektovali zaradenie študijného programu „európska verejná správa“ do študijného odboru verejná politika a verejná správa, čo znamená, že ide o neprávnický študijný program a študijný predmet, pre ktorý je učebný text určený, je zaradený do prvého semestra. Študijný program európska verejná správa je naviac špecifický tým, že nadväzujúce právne študijné predmety sa zameriavajú najmä na poznávanie inštitucionálneho fungovania Európskej únie, jej jednotlivých orgánov a práva Európskej únie. Predkladané učebné texty by mali možnú absenciu poznatkov zo slovenského právneho poriadku v nevyhnutnej miere doplniť.

The University Textbook is the first one of two publications prepared for the newly created study subject "Competencies of Capacities in Public Institutions ", implemented within the activity "Cooperation of Public Institutions in Youth's Education" of the project "Future of Public Administration" (FoPA), which is implemented in the Good Governance and Cross-Border Cooperation program, co-financed by the EEA Financial Mechanism and the State Budget of the Slovak Republic. However, the consistent implementation of the concept of Good Governance requires an in-depth understanding of the aspects that are associated in practice with the application of individual principles of Good Governance. The presented university textbook "Good Governance manual for Future Experts in Public Institutions" has ambition in fulfilling the 12 principles of Good Governance.
Vysokoškolská učebnica pripravená pre štúdium verejnoprávnych disciplín na Fakulte verejnej správy UPJŠ v Košiciach, ktorá je využiteľná ako študijná literatúra aj pre študentov právnických fakúlt a politológie. V prvej časti učebnice je predmetom výkladu a analýzy teória ústavy. Autor kladie v tejto časti osobitný zreteľ na dynamicky sa rozvíjajúce časti ústavnej teórie, ku ktorým patrí najmä problematika materiálneho jadra ústavy a súdna kontrola ústavnosti. Druhá časť učebnice má komparatívny charakter. Autor v nej analyzuje genézu a rozbor súčasného stavu ústavných modelov tradičných demokracií (USA, Spojené kráľovstvo Veľkej Británie a Severného Írska, Francúzska a SRN), ako štátov zoskupenia V4 (Poľská republika, Maďarsko, Česká republika, Slovenská republika).
Vysokoškolská učebnica pripravená na pôde Fakulty verejnej správy UPJŠ je primárne určená ako študijná literatúra pre výučbu viacerých študijných predmetov na tejto fakulte, ale aj iných fakultách UPJŠ. Jej obsah zodpovedá porovnateľným učebnicovým dielam vydaným ostatnom desaťročí v Slovenskej republike. Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu demokratického štátu, základné formy výkonu moci v demokratickom štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. Učebnica vyúsťuje do záverečnej kapitoly označenej nadpisom Právne postavenie jednotlivca v demokratickom právnom štáte(ľudské práva a ich ochrana).

The scientific papers are thematically oriented towards the value of work and the development of human capital, the role and tasks of actors participating in the creation of human capital and its value, the processes determining the value of human capital, the individual in the work process, the societal and organizational norms and rules determining the value of work, as well as the possibilities of measuring and valuing work and human capital.

Peer-reviewed proceedings from an international scientific conference organized on the occasion of the 20th anniversary of the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice, held on November 15, 2018, in Košice
On November 15, 2018, an international scientific conference titled "Public Administration in a Current Democratic and Legal State" was held at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.
This scientific event, attended by more than 60 experts from domestic and foreign universities and faculties, as well as representatives of various institutions from the public administration environment, marked the 20th anniversary of the Faculty of Public Administration. The first part of the conference took place in a plenary session, and the second part continued with discussions in four sections, whose names align with the priority scientific orientation of the faculty's departments. At the plenary session, as well as in the professional sections, many content-rich and thought-provoking presentations were delivered, which undoubtedly contribute to further developing the theory of public administration in general and to developing partial scientific themes addressed by the faculty's departments in particular.
The scientific conference was characterized by a working atmosphere, a cultivated scientific and professional environment, with numerous discussions among participants related to current issues and problems in public administration, as well as formulating proposals for further cooperation in the field of science and education. The Faculty will publish a peer-reviewed scientific proceedings from the conference, which will have two parts due to the large number of active participants. The first part includes three presentations from the plenary session corresponding to the content of contributions that were presented during the discussions in sections guaranteed by the Department of Public Policy and Theory of Public Administration and the Department of Public Law Disciplines. The second part includes two presentations from the plenary session that are content-wise related to the discussions in sections guaranteed by the Department of Social Sciences and the Department of Economics and Public Administration Management.
Thanks are due to all active participants in the scientific conference, as well as those who were involved in its preparation and organization.

The dynamically evolving contemporary society creates expectations and demands among citizens for public administration to be efficient, reliable, open, professional, and fast. New theories of knowledge, in connection with constant changes, must also include practical application and reflection of these characteristics in the public administration system in practice. For this reason, it is important to pay attention to new approaches from both theoretical and practical perspectives to the application of modern public administration in the conditions of the V4 countries.
Given that public administration is an interdisciplinary scientific discipline that utilizes knowledge from a wide range of scientific fields and thus enables a comprehensive approach to solving problems of modern public administration, the peer-reviewed proceedings of contributions from the doctoral students' scientific conference are divided into three sections: socio-economic, political science, and legal. The sections eruditely respond to current public administration problems from both theoretical and practical perspectives.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.
