Peer-reviewed proceedings of contributions from the 7th year of the international scientific conference for doctoral students held on February 11, 2022" is a comprehensive output of 29 contributions presented at the international scientific conference, which took place online on February 11, 2022. The conference is a traditional activity that is annually organized by the Faculty of Public Administration, P.J. Šafárik University in Košice. It is primarily intended for doctoral students and young researchers to facilitate open discussion, exchange of views, and mutual confrontation of the results of creative scientific activities.

This includes not only colleagues from Slovakia but also participants from abroad. The peer-reviewed articles provide, on one hand, a multidisciplinary perspective on the theoretical definition of public administration in the context of a functioning legal state. On the other hand, they also highlight practical aspects of public administration in everyday societal life. The contributions analyze the issues from the perspective of legal, economic, sociological, and political sciences.

The Department of Economics and Public Administration Management, Faculty of Public Administration, Pavol Jozef Šafárik University, organized the international scientific conference "Current Issues in Sustainable Development of Municipalities and Towns" on May 19, 2017.

The proceedings compile research outcomes from individual contributions presented at the conference. The volume provides contemporary insights into a broad spectrum of challenges faced by local self-governance not only in Slovakia but also internationally.

The proceedings include 32 contributions, primarily focused on sustainable development of local self-governance, funding sources for local self-governance, innovations in methodologies and thinking within the public sector, and other pressing topics requiring solutions.

The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.

Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.

Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.

On November 15, 2018, an international scientific conference titled "Public Administration in a Current Democratic and Legal State" was held at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice.

This scientific event, attended by more than 60 experts from domestic and foreign universities and faculties, as well as representatives of various institutions from the public administration environment, marked the 20th anniversary of the Faculty of Public Administration. The first part of the conference took place in a plenary session, and the second part continued with discussions in four sections, whose names align with the priority scientific orientation of the faculty's departments. At the plenary session, as well as in the professional sections, many content-rich and thought-provoking presentations were delivered, which undoubtedly contribute to further developing the theory of public administration in general and to developing partial scientific themes addressed by the faculty's departments in particular.

The scientific conference was characterized by a working atmosphere, a cultivated scientific and professional environment, with numerous discussions among participants related to current issues and problems in public administration, as well as formulating proposals for further cooperation in the field of science and education. The Faculty will publish a peer-reviewed scientific proceedings from the conference, which will have two parts due to the large number of active participants. The first part includes three presentations from the plenary session corresponding to the content of contributions that were presented during the discussions in sections guaranteed by the Department of Public Policy and Theory of Public Administration and the Department of Public Law Disciplines. The second part includes two presentations from the plenary session that are content-wise related to the discussions in sections guaranteed by the Department of Social Sciences and the Department of Economics and Public Administration Management.

Marketing bol donedávna spájaný s koncepciou ziskovosti a konkurencieschopnosti. V posledných rokoch sa však uplatňuje aj v organizáciách, ktoré nedosahujú zisk, ako napr. kultúrne a vzdelávacie inštitúcie, politické strany, dobrovoľné alebo charitatívne organizácie, ale aj pri propagovaní ľudí a ich názorov, udalostí a miest. Dôvodom je predovšetkým tlak na efektívnejšie využívanie verejných zdrojov, ako aj narastajúca konkurencia. Koncepcia marketingu územia ovplyvňuje tak názory na miesto pobytu, priemyselné a obchodné zóny, územie, cestovný ruch a územný imidž. Predložený vysokoškolský učebný text, slúži ako študijný materiál ponúkajúci základy marketingu aplikovaného pre oblasť služieb a pre oblasť teritória: je určený predovšetkým pre študentov voliteľných predmetov na Fakulte verejnej správy.

Meniace sa podmienky na trhu práce prinášajú aj nové výzvy pre pracovné právo. Pôvodne relatívne homogénny charakter pracovných síl je minulosťou a dochádza ku stále väčšej fragmentácii. Štandardná práca v pracovnom pomere na neurčitý čas a na plný úväzok je na ústupe, rozširujú sa najrôznejšie formy atypických zamestnaní. Osobitná regulácia právneho postavenia zamestnaných osôb môže byť  determinantom ovplyvňujúcim zachovávanie dôstojnosti a ich ochrany v pracovnom procese. Osobitné kategórie zamestnancov, ktorým v tejto monografii venujeme pozornosť sú určitým spôsobom „povýšené“ z hľadiska ochrany a  u niektorých  kategórií zamestnancov zaznamenávame práve medzerovitosť v ochrannej zložke pracovného práva. Trendom vývoja pracovného práva je okrem iného prirodzená miera upúšťania od prílišnej kogentnosti a rigidnosti právnej úpravy. Paradoxne nastupujúca ,,rigidná“ požiadavka flexibility pracovnoprávnych vzťahov a jej postupné „zapracovanie„ do jednotlivých právnych inštitútov Zákonníka práce či iných pracovnoprávnych predpisov,  spôsobuje ďalšie významné prehlbovanie zaostávania posilňovania ochrany zamestnanca (pri telepráci, pri platformových zamestnancoch).

Súčasne potreba vytvoriť učebnicu pre vysoké školy uvedeného typu bola motivovaná požiadavkami a značným záujmom pomerne veľkého počtu samotných študentov a absolventov o danú problematiku v súvislosti s nedostatkom podobnej  učebnice zameranej na potreby Fakulty verejnej správy, ktorá by zodpovedala stanovenému obsahu a rozsahu spracovania so zameraním sa na najpodstatnejšie problémové okruhy diplomacie v prepojení na oblasť verejnej správy.

Okrem zabezpečenia potrebnej učebnice pre vysoké školy, hlavný cieľ spočíva v snahe podať študentom a mladým vedeckým pracovníkom základnú orientáciu v danej problematike, a to tak v pojmovej oblasti, ako aj v teoretickej. V neposlednom rade  učebnica napĺňa ambíciu motivovať záujem k ďalšej tvorivej akademickej práce a v rozširovaní vedomostí z oblasti zahraničnej, bezpečnostnej a medzinárodnej politiky v prepojení na diplomaciou.

Social justice as a key value of social policy is an integral part of the social security system of every democratic and legal state of Western Civilization.The scientific monograph focuses on social justice in the old-age pension system in the Slovak Republic within diapason 2004 - 2022. The attention is dominantly focused on II., the so-calledcapitalization pension pillar.The aims of the scientific monograph correspond to the selected aims formulated as part of the project VEGA 1/0290/20 Social justice and old-age pension savings in the Slovak Republic.The main aim of the monograph is to identify the perception of social justice in the capitalization pillar of old-age pension savings through the value orientations of savers who are deciding to invest in funds II.pillar, as models created by relevant political representations in the Slovak Republic.

This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.

Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. According to the legislation, the municipality is considered as an entity that is obliged to provide information to the public by making information available upon request or by actively publishing information. The methodological manual entitled "Mandatory disclosure of information at the municipal level" defines the procedure, identified problem areas and recommendations/examples of good practice in the process of making information available upon request. The presented manual also draws attention to legal regulations and information with which municipalities come into contact most often and which, according to their wording, are required to be published.

Predložené učebné texty obsahujú vybrané témy z teórie štátu, štátovedy, ústavného práva a teórie práva, v takom rozsahu a skladbe, aby poskytovali dostatok informácii študentom pre absolvovanie povinného študijného predmetu Teória štátu a práva, a súčasne vytvorili solídny základ propedeutického charakteru pre nadväzujúce právne študijné predmety.
Autori pri tvorbe učebných textov rešpektovali zaradenie študijného programu „európska verejná správa“ do študijného odboru verejná politika a verejná správa, čo znamená, že ide o neprávnický študijný program a študijný predmet, pre ktorý je učebný text určený, je zaradený do prvého semestra. Študijný program európska verejná správa je naviac špecifický tým, že nadväzujúce právne študijné predmety sa zameriavajú najmä na poznávanie inštitucionálneho fungovania Európskej únie, jej jednotlivých orgánov a práva Európskej únie. Predkladané učebné texty by mali možnú absenciu poznatkov zo slovenského právneho poriadku v nevyhnutnej miere doplniť.
