The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.
Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.
Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.

Territorial self-government forms an integral part of a modern democratic and legal state. It is an expression of efforts to implement tasks to ensure the needs of the territorial community of citizens at the level that is closest to them.
One of the most important tools at the disposal of local self-government units in the performance of the tasks entrusted to them is the power to issue general binding regulations in matters of local self-government and to ensure the tasks arising for local self-government from the law. Law-making at the level of towns and municipalities or higher territorial units is thus an integral part of the exercise of territorial self-government and ultimately expresses its specific character as an essential part of public administration.
The aim of the scientific conference organized by the Department of Public Law Disciplines, Faculty of Public Administration, UPJŠ in Košice on 27 November 2015 was an effort to present the achieved results of scientific research activities in the field of law-making at the level of cities and municipalities, or higher territorial units. The conference provided a wide space for discussion on current issues of municipal standard-setting with the participation of representatives of the professional public, as well as representatives of local government and local self-government.
The scientific conference and the peer-reviewed proceedings of the conference were realized as a part of the solution of the VEGA grant project No. 1/0683/13 under the title "Normative Formation of Municipalities in the Matters of Local Self-Government. The present collection of papers from the scientific conference is an expression of the long-term efforts of the Department of Public Administration, Faculty of Public Administration, UPJŠ in Košice to address current issues of public administration with a special focus on the issue of local government.

The main objective of the publication was to investigate the impact of motivation and job satisfaction on the performance and performance of employees in public administration organizations. The sub-objectives of the publication were to develop a theoretical background on motivation, job satisfaction, performance and performance and their inter-relationship; to suggest interventions arising from the research findings.
The content of the work can contribute partial findings to the understanding of work motivation and performance. The publication is intended for a circle of professionals who are dealing with the subject - human resource managers and theorists of human resource management. The work consists of two main parts. The first, theoretical part deals with the current state of the problem at home and abroad, with an emphasis on the solution of this problem in public administration. In this part there is also the author's theoretical contribution in the form of a general motivational-performance model and an applied contribution in the form of a proposal of intervention measures: a three-level incentive and motivational model.
The information is drawn from publications and scientific studies by renowned national and international authors. The second part describes the implementation of the research, the statistical evaluation of the obtained data using the methods of descriptive and inductive statistics, the discussion, in which the found results are compared with the results of other domestic and foreign scientific studies.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

The conference demonstrated that an interdisciplinary approach can highlight the shortcomings of identifying and understanding problems solely from the perspective of a single discipline. On May 28, 2015, the Department of Public Policy and Public Administration, in cooperation with the organizing and scientific committee, organized a scientific conference with international participation titled "Current Challenges and Problems of Public Administration II. – Perspectives of Municipal Policy in Slovakia after the 2014 Elections."
The conference content followed up on the conference "Current Problems and Challenges of Public Administration I.," which was held on November 21, 2012, and laid the foundation for a series of conferences dedicated to the important issue of public administration. The conference focused on a broad range of problems related to public administration from the perspective of its understanding as an academic discipline in connection with political science, law, ethical aspects, economics, digitalization, and public administration management, with a focus on the perspectives of municipal policy.
The authors in their contributions did not remain only at the theoretical and generally descriptive level but sought to address existing problems by formulating proposals and possible ways to solve them in the application to public administration practice. The authors and editors believe that this collection of papers will have a positive contribution not only for theorists and students of the Faculty of Public Administration but also for representatives and professionals from practice who are daily confronted with issues of public administration.

Collection of contributions from 8th annual conference of the international doctoral conference "Theory and Practice of Public Administration", which took place on February 17, 2023 online through Microsoft Teams under the auspices of the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice.
The conference was attended by 32 doctoral students from the Slovak Republic, Ukraine, and African countries. The conference allowed the participants to present the results of their scientific research activities in the field of public administration. The conference participants were divided into 4 sections according to the topic of their contribution. In the political science section, the participants presented contributions thematically focused, for example, on the solution of green issues in the Slovak Republic or the influence of the political culture of the inhabitants of the Slovak-Ukrainian border on local and regional political processes.
The social section provided a space for presenting contributions and discussing, for example, the impact of the COVID-19 pandemic on marginalized groups in the Slovak Republic. In the economic section, participants presented contributions from, for example, the field of waste management or the impact of employing foreigners on the economy of the Slovak Republic. The legal sections dealt with, for example, the topic of current changes in public procurement, the activities of VÚC councils or the protection of personal data of minors in the online space.
This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.

According to the legislation, the municipality is considered as an entity that is obliged to provide information to the public by making information available upon request or by actively publishing information. The methodological manual entitled "Mandatory disclosure of information at the municipal level" defines the procedure, identified problem areas and recommendations/examples of good practice in the process of making information available upon request. The presented manual also draws attention to legal regulations and information with which municipalities come into contact most often and which, according to their wording, are required to be published.
Vysokoškolská učebnica pripravená na pôde Fakulty verejnej správy UPJŠ je primárne určená ako študijná literatúra pre výučbu viacerých študijných predmetov na tejto fakulte, ale aj iných fakultách UPJŠ. Jej obsah zodpovedá porovnateľným učebnicovým dielam vydaným ostatnom desaťročí v Slovenskej republike. Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu demokratického štátu, základné formy výkonu moci v demokratickom štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. Učebnica vyúsťuje do záverečnej kapitoly označenej nadpisom Právne postavenie jednotlivca v demokratickom právnom štáte(ľudské práva a ich ochrana).

Učebnica definuje rozdiely medzi správou a riadením, charakterizuje pojem byrokracia a pohľady na ňu. Ďalej podrobne rozoberá jednotlivé teórie týkajúce sa správy a riadenia, charakterizuje medzinárodný pohľad uplatňujúci sa aj vo verejnej správe a popisuje teórie financovania verejnej správy.

Vysokoškolská učebnica poskytuje ucelený prehľad teoretických východísk, základných myšlienok, koncepcií a súvislostí v problematike cieľov a nástrojov hospodárskej politiky. Učebnica sa zameriava na kombináciu teórie a praxe hospodárskej politiky a sumarizuje reálie v rámci cieľov hospodárskej politiky a jednotlivých druhov politík ako súčasti cyklu verejnej politiky v súčasných demokratických a právnych štátoch. Hospodársku politiku autori vnímajú ako verejnú politiku, ktorá je praktickou činnosťou vlád štátov, a zároveň aj etablovanou teoretickou vednou disciplínou, ktorá má svoje teoretické východiská a koncepcie. Autori hospodársku politiku sledujú aj v jej praktických implikáciách, ktoré sa prejavujú v jednotlivých parciálnych politikách. Vzhľadom na celospoločenskú významnosť a schopnosti ovplyvniť správanie ekonomických subjektov, štátu a verejnej správy, autori upriamujú pozornosť na menovú politiku, fiškálnu politiku, zahranično-obchodnú politiku, stabilizačnú politiku, politiku hospodárskej súťaže a štruktúrnu politiku a na celkové hodnotenie účinnosti hospodárskej politiky. Jednotlivé hospodárske politiky autori rozpracovávajú samostatne, a následne aj v ich vzájomných súvislostiach. Vysokoškolská učebnica je súhrnnou publikáciou približujúcou čitateľovi teóriu a prax hospodárskej politiky v Slovenskej republike a v širšom európskom priestore.
