A peer-reviewed collection of contributions from the 4th year of the doctoral students' scientific conference, which took place on February 13, 2019, at the Faculty of Public Administration of Pavol Jozef Šafárik University in Košice, Popradská 66, 040 11 Košice.

The content of the proceedings of the conference consist of contributions presented on scientific conference Theory and Practice of the Public Administration: The Scientific Conference for PhD. Students held by the Faculty of Public Administration University of Pavol Jozef Šafárik in Kosice on 13th of February 2019. The conference proceedings consist of 28 contributions, which are according to its content divided in to the politological, legal and social-economic section.

Participants aimed their contribution on the current professional topics, which are important for the current theory and practice of public administration. Authors in their conference papers also included a number of important observations, opinions, experiences and knowledge. All published contributions provides space for the deeper qualified discussion.

The University Textbook is the first one of two publications prepared for the newly created study subject "Competencies of Capacities in Public Institutions ", implemented within the activity "Cooperation of Public Institutions in Youth's Education" of the project "Future of Public Administration" (FoPA), which is implemented in the Good Governance and Cross-Border Cooperation program, co-financed by the EEA Financial Mechanism and the State Budget of the Slovak Republic. However, the consistent implementation of the concept of Good Governance requires an in-depth understanding of the aspects that are associated in practice with the application of individual principles of Good Governance. The presented university textbook "Good Governance manual for Future Experts in Public Institutions" has ambition in fulfilling the 12 principles of Good Governance.

Táto kniha je určená študentom spoločenských a behaviorálnych vied, zvlášť odborom, ako verejná politika a verejná správa, politológia, ale aj sociológia, či história a filozofia. Mnohé informácie v nej sú zaujímavé aj pre študentov humanitných odborov a filozofických či pedagogických fakúlt.  Explicitne je určená k predmetom Sociálna politika a Európska sociálna politika, tiež ako základ k predmetu Aplikovaná sociálna politika pre odbory verejná politika a verejná správa a európska verejná správa fakulty verejnej správy UPJŠ v Košiciach. Ponúka množstvo informácií o sociálnej politike, ako aplikovanej vednej disciplíne, ktorá je predovšetkým vedou pre prax (nie výskumom pre výskum). Vznikla sumarizáciou a syntézou mnohých domácich aj zahraničných autorov z rôznych vedných disciplín – politológia, ekonómia, právo, sociológia, ale aj sociálna práca či filozofia. Ponúka multiparadigmatický pohľad na sociálnu politiku Západnej civilizácie s jej axiologickým fundamentom, ktorý má svoj základ v historickom odkaze Starovekého Grécka, skrz kresťanstvo; predovšetkým kresťanské sociálne učenie, až po postmodernú polyparadigmatickú súčasnosť nového storočia a tisícročia. Je rozdelená do šestnástich základných kapitol, ktoré postupne predstavujú  sociálnu politiku od jej základných charakteristík a pojmov, cez aktérov  a  historický development, až po jej šesť základných integrálnych súčastí.

This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.

Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. The publication creates an interdisciplinary platform for knowledge exchange between academia and professional practice. It reflects current trends in the digital transformation of the public sector and highlights key challenges related to the systematic integration of AI into state and local administration processes. The main objective of the proceedings is to contribute to expert discourse on the future of public administration in Slovakia and to support the development of practical recommendations for its modernisation.

The methodological manual is thematically focused on the identification and analysis of key problems of self-government of "small" municipalities in selected areas. We specified the basic areas: financing of municipal competences, waste management and its financing, management of municipal waste. Subsequently, attention is paid to the creation of appropriate strategic solutions to the identified problems through a methodological manual, while maintaining the basic principles of public administration.

The result of our identification and subsequent analysis of selected problems is to offer possible solutions and point out the justification of the need to solve selected problems of self-government, which can be used in practice and offer possible solutions to correct the negative situation.

Reviewed Proceedings of the 3rd Annual International Doctoral Student Conference, February 15, 2018

On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

Súčasne potreba vytvoriť učebnicu pre vysoké školy uvedeného typu bola motivovaná požiadavkami a značným záujmom pomerne veľkého počtu samotných študentov a absolventov o danú problematiku v súvislosti s nedostatkom podobnej  učebnice zameranej na potreby Fakulty verejnej správy, ktorá by zodpovedala stanovenému obsahu a rozsahu spracovania so zameraním sa na najpodstatnejšie problémové okruhy diplomacie v prepojení na oblasť verejnej správy.

Okrem zabezpečenia potrebnej učebnice pre vysoké školy, hlavný cieľ spočíva v snahe podať študentom a mladým vedeckým pracovníkom základnú orientáciu v danej problematike, a to tak v pojmovej oblasti, ako aj v teoretickej. V neposlednom rade  učebnica napĺňa ambíciu motivovať záujem k ďalšej tvorivej akademickej práce a v rozširovaní vedomostí z oblasti zahraničnej, bezpečnostnej a medzinárodnej politiky v prepojení na diplomaciou.

Peer-reviewed proceedings of contributions from the 5th year of the doctoral students' scientific conference, February 6, 2020

The dynamically evolving contemporary society creates expectations and demands among citizens for public administration to be efficient, reliable, open, professional, and fast. New theories of knowledge, in connection with constant changes, must also include practical application and reflection of these characteristics in the public administration system in practice. For this reason, it is important to pay attention to new approaches from both theoretical and practical perspectives to the application of modern public administration in the conditions of the V4 countries.

Given that public administration is an interdisciplinary scientific discipline that utilizes knowledge from a wide range of scientific fields and thus enables a comprehensive approach to solving problems of modern public administration, the peer-reviewed proceedings of contributions from the doctoral students' scientific conference are divided into three sections: socio-economic, political science, and legal. The sections eruditely respond to current public administration problems from both theoretical and practical perspectives.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

Predložené učebné texty obsahujú vybrané témy z teórie štátu, štátovedy, ústavného práva a teórie práva, v takom rozsahu a skladbe, aby poskytovali dostatok informácii študentom pre absolvovanie povinného študijného predmetu Teória štátu a práva, a súčasne vytvorili solídny základ propedeutického charakteru pre nadväzujúce právne študijné predmety.
Autori pri tvorbe učebných textov rešpektovali zaradenie študijného programu „európska verejná správa“ do študijného odboru verejná politika a verejná správa, čo znamená, že ide o neprávnický študijný program a študijný predmet, pre ktorý je učebný text určený, je zaradený do prvého semestra. Študijný program európska verejná správa je naviac špecifický tým, že nadväzujúce právne študijné predmety sa zameriavajú najmä na poznávanie inštitucionálneho fungovania Európskej únie, jej jednotlivých orgánov a práva Európskej únie. Predkladané učebné texty by mali možnú absenciu poznatkov zo slovenského právneho poriadku v nevyhnutnej miere doplniť.
