Research into justice in public administration organizations has not yet been conducted in Slovakia, not even in the scope of respondents addressed. Therefore, we consider the project cross-sectional, current, and beneficial for deeper exploration of this area.

The project is designed as interdisciplinary, combining insights from legal perspectives in defining justice from labor law aspects, psychological and ethical evaluations of fairness levels, and knowledge from public administration management fields.

The inspiration for selecting this topic stems from its academic relevance, confirmed by both domestic and international studies, as well as its public relevance, where laypeople most intensely perceive justice/injustice in relation to remuneration and appropriate labor-law conditions – exemplified by teachers’ strikes (2003, 2006, 2016), nurses’ strikes (2003, 2006, 2012, 2016), ŽSR employees’ strikes (2003), and doctors’ strikes (2011).

Proceedings of the International Scientific Conference, October 16, 2014, Košice

In mid-October 2014, the second annual conference "Human Capital and Society" was held, organized by the Department of Social Studies of the Faculty of Public Administration at P. J. Šafárik University in Košice, in collaboration with another department of the faculty, the Department of Economics and Management of Public Administration. Today, you have before you the proceedings encompassing contributions presented by participants of this conference. In preparing it, the editors had to deal with the diversity of the participants' profiles, which was reflected in the authors' approaches to the issues they addressed, and subsequently had the contributions reviewed by experts from various fields. The individual contributions address traditional topics, as well as newer and emerging themes, reflecting current problems and questions related to human capital, organizational behavior, and primarily, public administration.

At the conference, researchers specializing in management, psychology, political science, social work, sociology, anthropology, linguistics, as well as individuals who do not belong to just one scientific discipline, came together. It was interesting to see how people from different disciplines view the same phenomenon. The conference demonstrated that an interdisciplinary approach can highlight the shortcomings in identifying and understanding problems from the perspective of just one discipline.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

The University Textbook is the first one of two publications prepared for the newly created study subject "Competencies of Capacities in Public Institutions ", implemented within the activity "Cooperation of Public Institutions in Youth's Education" of the project "Future of Public Administration" (FoPA), which is implemented in the Good Governance and Cross-Border Cooperation program, co-financed by the EEA Financial Mechanism and the State Budget of the Slovak Republic. However, the consistent implementation of the concept of Good Governance requires an in-depth understanding of the aspects that are associated in practice with the application of individual principles of Good Governance. The presented university textbook "Good Governance manual for Future Experts in Public Institutions" has ambition in fulfilling the 12 principles of Good Governance.

Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

Predložené učebné texty obsahujú vybrané témy z teórie štátu, štátovedy, ústavného práva a teórie práva, v takom rozsahu a skladbe, aby poskytovali dostatok informácii študentom pre absolvovanie povinného študijného predmetu Teória štátu a práva, a súčasne vytvorili solídny základ propedeutického charakteru pre nadväzujúce právne študijné predmety.
Autori pri tvorbe učebných textov rešpektovali zaradenie študijného programu „európska verejná správa“ do študijného odboru verejná politika a verejná správa, čo znamená, že ide o neprávnický študijný program a študijný predmet, pre ktorý je učebný text určený, je zaradený do prvého semestra. Študijný program európska verejná správa je naviac špecifický tým, že nadväzujúce právne študijné predmety sa zameriavajú najmä na poznávanie inštitucionálneho fungovania Európskej únie, jej jednotlivých orgánov a práva Európskej únie. Predkladané učebné texty by mali možnú absenciu poznatkov zo slovenského právneho poriadku v nevyhnutnej miere doplniť.

The scientific monograph examines the issue of competencies among mayors in municipalities of the Slovak Republic. At its core is interpersonal (social) competence, characterized by a set of competencies (interpersonal skills and abilities) formed by comfort in social (interpersonal) situations that mayors encounter daily in performing their duties.

Social (interpersonal) competence is an essential skill for any manager. A mayor should also act as a manager, operating within a social environment, where the level of mastering interpersonal competencies predicts successful behavior in interpersonal situations. Through their actions in these situations, they influence the internal environment of the municipality, including municipal office employees, members of the municipal council, local residents, and external environments—such as collaborations with other municipalities, higher territorial units, contractual agreements with private organizations, or representatives of the third sector.

The central focus of the scientific monograph is the exploration of interpersonal competencies. A pivotal research question addressed was: What is the level of mastery of interpersonal competencies among mayors in municipalities of the Slovak Republic?

Marketing bol donedávna spájaný s koncepciou ziskovosti a konkurencieschopnosti. V posledných rokoch sa však uplatňuje aj v organizáciách, ktoré nedosahujú zisk, ako napr. kultúrne a vzdelávacie inštitúcie, politické strany, dobrovoľné alebo charitatívne organizácie, ale aj pri propagovaní ľudí a ich názorov, udalostí a miest. Dôvodom je predovšetkým tlak na efektívnejšie využívanie verejných zdrojov, ako aj narastajúca konkurencia. Koncepcia marketingu územia ovplyvňuje tak názory na miesto pobytu, priemyselné a obchodné zóny, územie, cestovný ruch a územný imidž. Predložený vysokoškolský učebný text, slúži ako študijný materiál ponúkajúci základy marketingu aplikovaného pre oblasť služieb a pre oblasť teritória: je určený predovšetkým pre študentov voliteľných predmetov na Fakulte verejnej správy.
