Meniace sa podmienky na trhu práce prinášajú aj nové výzvy pre pracovné právo. Pôvodne relatívne homogénny charakter pracovných síl je minulosťou a dochádza ku stále väčšej fragmentácii. Štandardná práca v pracovnom pomere na neurčitý čas a na plný úväzok je na ústupe, rozširujú sa najrôznejšie formy atypických zamestnaní. Osobitná regulácia právneho postavenia zamestnaných osôb môže byť  determinantom ovplyvňujúcim zachovávanie dôstojnosti a ich ochrany v pracovnom procese. Osobitné kategórie zamestnancov, ktorým v tejto monografii venujeme pozornosť sú určitým spôsobom „povýšené“ z hľadiska ochrany a  u niektorých  kategórií zamestnancov zaznamenávame práve medzerovitosť v ochrannej zložke pracovného práva. Trendom vývoja pracovného práva je okrem iného prirodzená miera upúšťania od prílišnej kogentnosti a rigidnosti právnej úpravy. Paradoxne nastupujúca ,,rigidná“ požiadavka flexibility pracovnoprávnych vzťahov a jej postupné „zapracovanie„ do jednotlivých právnych inštitútov Zákonníka práce či iných pracovnoprávnych predpisov,  spôsobuje ďalšie významné prehlbovanie zaostávania posilňovania ochrany zamestnanca (pri telepráci, pri platformových zamestnancoch).

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.

Research into justice in public administration organizations has not yet been conducted in Slovakia, not even in the scope of respondents addressed. Therefore, we consider the project cross-sectional, current, and beneficial for deeper exploration of this area.

The project is designed as interdisciplinary, combining insights from legal perspectives in defining justice from labor law aspects, psychological and ethical evaluations of fairness levels, and knowledge from public administration management fields.

The inspiration for selecting this topic stems from its academic relevance, confirmed by both domestic and international studies, as well as its public relevance, where laypeople most intensely perceive justice/injustice in relation to remuneration and appropriate labor-law conditions – exemplified by teachers’ strikes (2003, 2006, 2016), nurses’ strikes (2003, 2006, 2012, 2016), ŽSR employees’ strikes (2003), and doctors’ strikes (2011).

Collection of contributions from 8th annual conference of the international doctoral conference "Theory and Practice of Public Administration", which took place on February 17, 2023 online through Microsoft Teams under the auspices of the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice.

The conference was attended by 32 doctoral students from the Slovak Republic, Ukraine, and African countries. The conference allowed the participants to present the results of their scientific research activities in the field of public administration. The conference participants were divided into 4 sections according to the topic of their contribution. In the political science section, the participants presented contributions thematically focused, for example, on the solution of green issues in the Slovak Republic or the influence of the political culture of the inhabitants of the Slovak-Ukrainian border on local and regional political processes.

The social section provided a space for presenting contributions and discussing, for example, the impact of the COVID-19 pandemic on marginalized groups in the Slovak Republic. In the economic section, participants presented contributions from, for example, the field of waste management or the impact of employing foreigners on the economy of the Slovak Republic. The legal sections dealt with, for example, the topic of current changes in public procurement, the activities of VÚC councils or the protection of personal data of minors in the online space.

Proceedings of the International Scientific Seminar "Public Administration as a Provider of Public Services of a Social State - Utilising Foreign Experience for Reforms in the Slovak Republic" held at the Faculty of Public Administration, UPJŠ, Popradská 66 in Košice on 24 November 2017

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

This collection of papers from a scientific conference brings together different perspectives on issues related to the use of alternative dispute resolution methods in public administration. The dominant thematic focus of the contributions was to examine the potential of alternative dispute resolution methods in protecting the public interest on the one hand, and the subjective rights of natural persons and legal entities in the exercise of public administration on the other. The collection provides a space for researchers working on this topic to present the results of their research to date and compare them with the reality of administrative dispute resolution. The combination of a theoretical approach with practical experience significantly contributes to the improvement of the scientific work of the project researchers, while also enriching practitioners with the diversity and innovativeness of theoretical perspectives on their established practice.

Territorial self-government forms an integral part of a modern democratic and legal state. It is an expression of efforts to implement tasks to ensure the needs of the territorial community of citizens at the level that is closest to them.

One of the most important tools at the disposal of local self-government units in the performance of the tasks entrusted to them is the power to issue general binding regulations in matters of local self-government and to ensure the tasks arising for local self-government from the law. Law-making at the level of towns and municipalities or higher territorial units is thus an integral part of the exercise of territorial self-government and ultimately expresses its specific character as an essential part of public administration.

The aim of the scientific conference organized by the Department of Public Law Disciplines, Faculty of Public Administration, UPJŠ in Košice on 27 November 2015 was an effort to present the achieved results of scientific research activities in the field of law-making at the level of cities and municipalities, or higher territorial units. The conference provided a wide space for discussion on current issues of municipal standard-setting with the participation of representatives of the professional public, as well as representatives of local government and local self-government.

The scientific conference and the peer-reviewed proceedings of the conference were realized as a part of the solution of the VEGA grant project No. 1/0683/13 under the title "Normative Formation of Municipalities in the Matters of Local Self-Government. The present collection of papers from the scientific conference is an expression of the long-term efforts of the Department of Public Administration, Faculty of Public Administration, UPJŠ in Košice to address current issues of public administration with a special focus on the issue of local government.

The textbook Citizenship in the Context of the Ethics of Care seeks to introduce students of the humanities and social sciences to current issues of citizenship from the perspective of a specific moral-philosophical theory—namely, feminist moral philosophy, specifically the feminist ethics of care. Traditionally, the topic of citizenship and its related questions have been perceived and studied primarily as subjects of political thought and political theory.

We predominantly consider citizenship as a political category, which is mainly the domain of political science or, at most, other social science disciplines. However, both the past and the present urge us to reflect on citizenship in connection with humanity and solidarity, and thus from a moral perspective. Understanding citizenship solely as a political category and political institution is insufficient. The conceptual separation of politics from morality and ethics results in difficulties in grasping citizenship as a morally relevant category and as an ethical value. This, in turn, prevents us from critically analyzing the assumptions underlying our understanding of citizenship and, ultimately, from identifying the causes and factors that contribute to the failures of civil society, as well as the shortcomings and deficits in the realization of citizenship as a vision based on freedom, equality, and solidarity.

Thus, the textbook clarifies the values associated with democratic citizenship, while also highlighting the potential of the feminist ethics of care as an analytical, evaluative-critical, and applicative tool for understanding and examining the concept of citizenship and the practice of citizenship as a caring practice, and as the practice of caring for a good life in civil society.

The main objective of the publication was to investigate the impact of motivation and job satisfaction on the performance and performance of employees in public administration organizations. The sub-objectives of the publication were to develop a theoretical background on motivation, job satisfaction, performance and performance and their inter-relationship; to suggest interventions arising from the research findings.

The content of the work can contribute partial findings to the understanding of work motivation and performance. The publication is intended for a circle of professionals who are dealing with the subject - human resource managers and theorists of human resource management. The work consists of two main parts. The first, theoretical part deals with the current state of the problem at home and abroad, with an emphasis on the solution of this problem in public administration. In this part there is also the author's theoretical contribution in the form of a general motivational-performance model and an applied contribution in the form of a proposal of intervention measures: a three-level incentive and motivational model.

The information is drawn from publications and scientific studies by renowned national and international authors. The second part describes the implementation of the research, the statistical evaluation of the obtained data using the methods of descriptive and inductive statistics, the discussion, in which the found results are compared with the results of other domestic and foreign scientific studies.

This peer-reviewed non-conference proceedings volume was prepared as part of the research project VVGS-2024-3421 “Modernisation and Rationalisation of Local Government through AI” and is thematically linked to the Slovak Week of Science and Technology focused on living with artificial intelligence. The volume includes 17 scholarly contributions primarily addressing the application of artificial intelligence in public administration, innovations in governance methods, and modern approaches to public sector management. The authors explore the use of AI in administrative digitalisation, decision-support systems, sectoral public policies, and the enhancement of local government efficiency.

Special attention is paid to legal, social, and ethical aspects of AI implementation, as well as its impact on public trust in institutions. The publication creates an interdisciplinary platform for knowledge exchange between academia and professional practice. The main objective of the proceedings is to contribute to expert discourse on the future of public administration in Slovakia and to support the development of practical recommendations for its modernisation.

Jej obsah zodpovedá porovnateľným  učebnicovým dielam vydaným ostatnom desaťročí v Slovenskej republike. Úvodné kapitoly (I Štát a II Forma štátu) sú venované vymedzeniu a obsahovej analýze základných štátovedných pojmov (štát, suverenita štátu, štátny mechanizmus, štátny orgán, forma štátu, forma vlády, forma štátneho zriadenia, štátny režim). V III kapitole označenej nadpisom Demokratický štát autor podrobne analyzuje podstatu   demokratického    štátu,   základné   formy   výkonu   moci  v demokratickom   štáte a samostatnú podkapitolu venuje volebnému právu. V podobe exkurzu autor približuje aj nedemokratické formy štátu. V nadväzujúcej IV kapitole označenej nadpisom Právny štát autor, zvýrazňujúc organickú väzbu medzi demokratickým a právnym štátom, venuje pozornosť historickému vývoju idey právneho štátu, analýze princípov právneho štátu a základom teórie konštitucionalizmu. The content and thematic diversity of the contributions examine, for example, modern trends in human resource management, perceptions of organizational justice, and the need for ethical codes.

The conference demonstrated that an interdisciplinary approach can highlight the shortcomings of identifying and understanding problems solely from the perspective of a single discipline. We are pleased to present this proceedings to conference participants and other interested readers.
