The introductory part deals with the theoretical background and the contribution of human resource management to the organisation's success. Recenzovaný zborník príspevkov z vedeckej konferencie s medzinárodnou účasťou konanej dňa 28. mája 2015 v Košiciach

Dňa 28. mája 2015 zorganizovala Katedra verejnej politiky a verejnej správy v spolupráci s organizačným a vedeckým výborom vedeckú konferenciu s medzinárodnou účasťou s názvom „Aktuálne výzvy a problémy verejnej správy II. - Perspektívy komunálnej politiky na Slovensku po voľbách v roku 2014“. Konferencia svojim obsahom nadväzovala na konferenciu „Aktuálne problémy a výzvy verejnej správy I.“, ktorá bola realizovaná 21. novembra 2012 a položila základy pre cyklus konferencií venovaných tak závažnej problematike akou je verejná správa. Konferencia bola zameraná na širokú oblasť problémov spojených s verejnou správou z pohľadu jej chápania ako akademickej disciplíny v spojitosti s politológiou, právom, etickým aspektom, ekonómiou, elektronizáciou a riadením verejnej správy a zameraním sa na perspektívy komunálnej politiky. Autori vo svojich príspevkoch nezostávali len v rovine teoretickej a deskriptívno všeobecnej, no existujúce problémy sa snažili riešiť formulovaním návrhov a možných spôsobov ich riešenia v aplikácii na prax verejnej správy. Autori i zostavovatelia veria, že zborník príspevkov bude mať pozitívny prínos nielen pre teoretikov a študentov Fakulty verejnej správy, ale aj pre predstaviteľov a odborníkov z praxe, ktorí sú každodenne konfrontovaní s problematikou verejnej správy.

According to the legislation, the municipality is considered as an entity that is obliged to provide information to the public by making information available upon request or by actively publishing information. The methodological manual entitled "Mandatory disclosure of information at the municipal level" defines the procedure, identified problem areas and recommendations/examples of good practice in the process of making information available upon request. The presented manual also draws attention to legal regulations and information with which municipalities come into contact most often and which, according to their wording, are required to be published.

The dynamically evolving contemporary society creates expectations and demands among citizens for public administration to be efficient, reliable, open, professional, and fast. New theories of knowledge, in connection with constant changes, must also include practical application and reflection of these characteristics in the public administration system in practice. For this reason, it is important to pay attention to new approaches from both theoretical and practical perspectives to the application of modern public administration in the conditions of the V4 countries.

Given that public administration is an interdisciplinary scientific discipline that utilizes knowledge from a wide range of scientific fields and thus enables a comprehensive approach to solving problems of modern public administration, the peer-reviewed proceedings of contributions from the doctoral students' scientific conference are divided into three sections: socio-economic, political science, and legal. The sections eruditely respond to current public administration problems from both theoretical and practical perspectives.

University Exercise Book Organizational Behavior adds content as University Textbook with the same name and completes the overall view of the behavior of people in organizations with respect to the classical approaches and new trends on a subject. The authors are university teachers, scientific researchers of two Slovak universities and two Czech universities and their texts formed the basis of analysis and comparison of theoretical knowledge of both home and foreign resources, research results, as well as monitoring requirements of practice imposed on the behavior of employees organizations. Submitted publication has 26 separate chapters focusing on work, personality, work groups and teams, team roles, communication organization, social, communication and management skills, social audit, job satisfaction and motivation, loyalty to the organization, organizational culture, social responsibility organization, talent management, performance management, learning and learning organization, negative phenomena at work, unemployment as a social problem, acceptance of risk in the organization, system of strategic tuning of organization and empirical social research. Each chapter contains a brief summary of the information on the chosen theme, theses and questions to replicate the tasks and activities in which there are used innovative and creative teaching methods (case studies, role playing, mental mapping, etc.) With a view to increase the active participation of students or other participants, actors in addressing current issues and problems in practice. Predkladané vysokoškolské učebné texty tvoria základný učebný text, ktorý nemá ambíciu podať komplexný obraz pracovného práva. Z uvedeného dôvodu, pri tvorbe týchto učebných textov sa môže zdať, že niektoré kapitoly sú príliš stručné a iné neobvykle rozsiahle, vzhľadom na zameranie výučby predmetu Pracovnoprávne vzťahy vo verejnej správe v študijnom odbore Verejná politika a verejná správa. Zámerom autorky textu je uľahčiť pochopenie základných atribútov pracovného práva prostredníctvom identifikácie ťažiskových právnych inštitútov a právne významných väzieb medzi nimi s ohľadom na verejnoprávne zameranie.

Meniace sa podmienky na trhu práce prinášajú aj nové výzvy pre pracovné právo. Pôvodne relatívne homogénny charakter pracovných síl je minulosťou a dochádza ku stále väčšej fragmentácii. Štandardná práca v pracovnom pomere na neurčitý čas a na plný úväzok je na ústupe, rozširujú sa najrôznejšie formy atypických zamestnaní. Osobitná regulácia právneho postavenia zamestnaných osôb môže byť  determinantom ovplyvňujúcim zachovávanie dôstojnosti a ich ochrany v pracovnom procese. Osobitné kategórie zamestnancov, ktorým v tejto monografii venujeme pozornosť sú určitým spôsobom „povýšené“ z hľadiska ochrany a  u niektorých  kategórií zamestnancov zaznamenávame práve medzerovitosť v ochrannej zložke pracovného práva. Trendom vývoja pracovného práva je okrem iného prirodzená miera upúšťania od prílišnej kogentnosti a rigidnosti právnej úpravy. Paradoxne nastupujúca ,,rigidná“ požiadavka flexibility pracovnoprávnych vzťahov a jej postupné „zapracovanie„ do jednotlivých právnych inštitútov Zákonníka práce či iných pracovnoprávnych predpisov,  spôsobuje ďalšie významné prehlbovanie zaostávania posilňovania ochrany zamestnanca (pri telepráci, pri platformových zamestnancoch).

This university textbook is the most extensive publication on the theory of public administration in Slovakia to date. In the introductory chapters, after clarifying the basic relations with other sciences, it gives an overview of what all the authors from Plato to today have dealt with, examining the subject from philosophical, theological, legal, economic, organizational, managerial, psychological, sociological and political science perspectives, and on the basis of which it is possible to formulate a demand for public administration to become legitimate, costeffective, flexible, comprehensible, open, participatory and democratic, and for its theory to be truly interdisciplinary. In the chapter on the actors of public administration, attention is paid not only to the state administration at all levels, but also to local, special interest and special interest selfgovernments, other public corporations and institutions and other actors of public administration, but also, in a framework, to providers of public services. The final chapter is devoted to public administration transformations and reforms. All the chapters are based on a rich factual literature, both domestic and foreign. The publication is supplemented by a list of references, containing more than 500 titles by domestic but mainly foreign authors. In this way, the textbook can be a welcome source of information and suggestions for the wider professional public.

Hlavným cieľom publikácie bolo zistiť vplyv motivácie a pracovnej spokojnosti na výkonnosť a výkon zamestnancov organizácií verejnej správy. Čiastkovými cieľmi publikácie bolo vypracovať teoretické východiská o motivácii, pracovnej spokojnosti, výkonnosti a výkonu a ich vzájomného vzťahu; navrhnúť intervenčné opatrenia vyplývajúce z výsledkov výskumu.
Obsah práce môže prispieť čiastkovými zisteniami k pochopeniu pracovnej motivácie a výkonnosti. Publikácia je určená kruhu odborníkov, ktorí sa predmetnou problematikou zaoberajú - manažérom ľudských zdrojov a teoretikom manažmentu ľudských zdrojov.
Práca sa skladá z dvoch nosných častí. V prvej, teoretickej časti je spracovaný súčasný stav riešenej problematiky doma a v zahraničí, pričom dôraz je kladený na riešenie tejto problematiky vo verejnej správe. V tejto časti sa nachádza aj autorkin teoretický prínos v podobe všeobecného motivačno-výkonnostného modelu a aplikačný prínos v podobe návrhu intervenčných opatrení: trojúrovňového stimulačného a motivačného modelu. Informácie sú čerpané z publikácií a vedeckých štúdií renomovaných domácich a zahraničných autorov. V druhej časti je opísaná realizácia výskumu, štatistické vyhodnotenie získaných údajov pomocou metód deskriptívnej a induktívnej štatistiky, diskusia, v rámci ktorej sú komparované zistené výsledky s výsledkami iných domácich a zahraničných vedeckých štúdií.

The methodological manual is thematically focused on the identification and analysis of key problems of self-government of "small" municipalities in selected areas. We specified the basic areas: financing of municipal competences, waste management and its financing, management of municipal waste. Subsequently, attention is paid to the creation of appropriate strategic solutions to the identified problems through a methodological manual, while maintaining the basic principles of public administration. The result of our identification and subsequent analysis of selected problems is to offer possible solutions and point out the justification of the need to solve selected problems of self-government, which can be used in practice and offer possible solutions to correct the negative situation.
