The topic of our research task of the same name VEGA 1/0757/17 was based on the question – and was likewise defined in its approved project – how public administration as one of the providers of public services can act as efficiently as possible in favour of making these services available from the aspect (place of permanent residence) of the citizen.

This can be done with a certain optimality in the structure of public administration, primarily at the local, but also at the supra-local, e.g. regional, level. If, for example, the settlement structure is too disintegrated, or conversely the regional structure is too aggregated (or even too fragmented), various alternative solutions must be sought that are rational and optimal for satisfying citizens and that will not waste public resources.

In this, it is also questionable how the system of state administration authorities and local government authorities is reflected in this structure (in the case of known differences in their operation in both these regimes, or in a regime of delegated performance of state administration), including the conditions of funding these services as public services.

Doctoral studies, as the highest level of higher education, prepare students interested in further education to acquire new knowledge and creatively apply it in their future scientific work. Students of doctoral studies actively participate in obtaining new, original scientific results and thus contribute to the development of scientific knowledge in their field.

Doctoral studies play a crucial role in educating top experts. From this perspective, we consider it essential to emphasize creativity and originality in research work, the development of critical thinking, the ability to discuss specific professional problems in broader contexts, and the ability to present achieved results. The Faculty of Public Administration at P.J. Šafárik University in Košice also created space for such professional discussions and presentations of achieved results by organizing the 6th annual scientific conference "Theory and Practice of Public Administration," which took place on March 19, 2021. Public administration is an integral part of every democratic state, influencing each of our lives; therefore, discussing its current issues and familiarizing ourselves with new solutions is necessary. The scientific conference was attended by 33 participants from the Czech Republic, Poland, Ukraine, and Slovakia. The contributions presented focused on current public administration issues from legal, economic, social, and political perspectives.

Public services represent an increasingly expanding segment of the public sector. This growth can be identified primarily horizontally – from services related to general security and other forms of state functionality, through technical infrastructure, postal and telecommunications services, transportation, and information services, to increasingly emphasized healthcare, cultural, educational, and social services. Simultaneously, the entire structure of public services is expanding vertically, particularly in depth: within each area, the range of provided services is broadening.

In this context, the importance of optimizing the structure of service providers is growing, which is the focus of such reform processes as decentralization, deconcentration, privatization, or other forms of structural transformation. The outcome may vary under different conditions, resulting in diverse provider structures for public services of the social state, where the state and its bodies or organizations continue to hold a significant position.

Consequently, the significance of the public administration model as the primary state provider of these services is increasing: due to these processes, countries develop distinct and sometimes incomparable systems of public service providers, even within state bodies or organizations acting on behalf of the state. However, the varying effectiveness of public service delivery systems by public administration bodies remains a persistent reality.

In mid-October 2014, the second annual conference "Human Capital and Society" was held, organized by the Department of Social Studies of the Faculty of Public Administration at P. J. Šafárik University in Košice, in collaboration with another department of the faculty, the Department of Economics and Management of Public Administration. Today, you have before you the proceedings encompassing contributions presented by participants of this conference. In preparing it, the editors had to deal with the diversity of the participants' profiles, which was reflected in the authors' approaches to the issues they addressed, and subsequently had the contributions reviewed by experts from various fields. The individual contributions address traditional topics, as well as newer and emerging themes, reflecting current problems and questions related to human capital, organizational behavior, and primarily, public administration.

At the conference, researchers specializing in management, psychology, political science, social work, sociology, anthropology, linguistics, as well as individuals who do not belong to just one scientific discipline, came together. It was interesting to see how people from different disciplines view the same phenomenon. The conference demonstrated that an interdisciplinary approach can highlight the shortcomings in identifying and understanding problems from the perspective of just one discipline.

On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

University Exercise Book Organizational Behavior adds content as University Textbook with the same name and completes the overall view of the behavior of people in organizations with respect to the classical approaches and new trends on a subject.

The authors are university teachers, scientific researchers of two Slovak universities and two Czech universities and their texts formed the basis of analysis and comparison of theoretical knowledge of both home and foreign resources, research results, as well as monitoring requirements of practice imposed on the behavior of employees organizations. Submitted publication has 26 separate chapters focusing on work, personality, work groups and teams, team roles, communication organization, social, communication and management skills, social audit, job satisfaction and motivation, loyalty to the organization, organizational culture, social responsibility organization, talent management, performance management, learning and learning organization, negative phenomena at work, unemployment as a social problem, acceptance of risk in the organization, system of strategic tuning of organization and empirical social research. Each chapter contains a brief summary of the information on the chosen theme, theses and questions to replicate the tasks and activities in which there are used innovative and creative teaching methods (case studies, role playing, mental mapping, etc.)

With a view to increase the active participation of students or other participants, actors in addressing current issues and problems in practice. University Exercise Book may therefore serve not only as a teaching material for higher education, but also as a useful tool in various outdoor and indoor training activities in the process of learning in organizations, or. the interaction of academic theory and economic reality.

The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.

Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.

Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.

The conference is a traditional activity that is annually organized by the Faculty of Public Administration, P.J. Šafárik University in Košice. It is primarily intended for doctoral students and young researchers to facilitate open discussion, exchange of views, and mutual confrontation of the results of creative scientific activities.

This includes not only colleagues from Slovakia but also participants from abroad. The peer-reviewed articles provide, on one hand, a multidisciplinary perspective on the theoretical definition of public administration in the context of a functioning legal state. The main objective of the publication was to investigate the impact of motivation and job satisfaction on the performance and performance of employees in public administration organizations. The sub-objectives of the publication were to develop a theoretical background on motivation, job satisfaction, performance and performance and their inter-relationship; to suggest interventions arising from the research findings.

The content of the work can contribute partial findings to the understanding of work motivation and performance. The publication is intended for a circle of professionals who are dealing with the subject - human resource managers and theorists of human resource management. The work consists of two main parts. The first, theoretical part deals with the current state of the problem at home and abroad, with an emphasis on the solution of this problem in public administration. In this part there is also the author's theoretical contribution in the form of a general motivational-performance model and an applied contribution in the form of a proposal of intervention measures: a three-level incentive and motivational model.

The information is drawn from publications and scientific studies by renowned national and international authors. The second part describes the implementation of the research, the statistical evaluation of the obtained data using the methods of descriptive and inductive statistics, the discussion, in which the found results are compared with the results of other domestic and foreign scientific studies.

The dynamically evolving contemporary society creates expectations and demands among citizens for public administration to be efficient, reliable, open, professional, and fast. New theories of knowledge, in connection with constant changes, must also include practical application and reflection of these characteristics in the public administration system in practice. For this reason, it is important to pay attention to new approaches from both theoretical and practical perspectives to the application of modern public administration in the conditions of the V4 countries.

The second revised and extended edition of University textbook Organizational Behavior is the work of an international team of authors. University teachers of two Slovak universities and two Czech universities are the authors of this book. Problem areas of organizational behavior and its processing comprehensively was the intention of the authors. University textbook is complemented by 10 chapters, other chapters are significantly revised. University textbook is thematically divided into five parts. The first part treats the issue of organizational behavior as a discipline. Organizational behavior is theoretically defined, there is indicated the subject matter of the discipline, relationship with other sciences, historical and scientific foundations of organizational behavior. There are also presented knowledge about formal organizations and bureaucracy. Final of the first part is dedicated to social science research and social audit in organizations. The second part is called Individual aspects of organizational behavior and there are included themes as personality, work and its role in human life, job satisfaction, work motivation and loyalty of employees. This part is complemented by the issue of personality, competency and power of manager and career issues. Interpersonal interaction and group processes in an organization is the name of the third part of the book. It includes the chapters as working group, team and team roles, leadership and its impact on human personality, communication, performance management, friendships and loneliness in the organization. This section was complemented by the issue of interculturar communication in the international organizational context, conflicts in the workplace and workplace misbehavior. Fourth, complemented part is called Resources and means of ensuring employees and there are included themes such as external and internal mobility of workers, personal marketing, and unemployed as a potential source of workforce and talent management. The fifth part is called The organization as a culture and organizational dynamics. Authors included topics such as organizational culture, social responsibility of organizations and added the themes ethics on workplace, change management and radical change – reengineering. University textbook presents current theoretical knowledge and also the results of relevant research. Contents of chapters are complemented by practical examples of organizations. There are included questions for reflection and tasks at the end of each chapter. Tasks that help students and professional public apply the theoretical knowledge to solve practical problems. This University textbook comes with support KEGA no. 013-UPJŠ 4/2013 titled Organizational Behavior - University textbook for the compulsory subject of the new study program.
