The presented work is a collection of contributions from the 9th International Online Scientific Conference of Students and Young Scientists, organized on December 4, 2020 by the Department of Political Science, Faculty of Arts, Pavol Jozef Šafárik University in Košice, the Faculty of Social Sciences UCM in Trnava and the OZ Res Publica.

The aim of the publication is to provide a platform to discuss important issues which could influence the course of events in next decade in Slovakia, Europe and world.

The publication consists of more than twenty articles, which are primarily in Slovak but also in English. The contributions deal with both domestic and foreign policy with focus on the third decade of the 21st century.

In addition to geopolitical issues, the contributions also cover migration, regional integration, populism and nationalism, the influence of the media and social networks in the political sphere and also the development of liberal democracy. The authors also address issues of municipal policy, the electoral system and the referendum.

The goal of this monograph is to interpret the context of the emergence of public policy theory and the basic parameters of its subject matter—public interest, actors, and tools—as well as its methodological equipment.

The publication is also a response to the current state of development of public policy and its theory in our context, compared to its development worldwide. Today, when there is not only a very developed theory but also practice of public policy abroad, making it accessible to our readers in its full scope in the form of domestic production is almost impossible, also due to the quantitative parameters of our domestic authorial potential.

Pozornosť, venovaná problematike čínskeho pôsobenia, je vysoko relevantná. Kreovanie pozitívnej reputácie v zahraničí je legitímnym nástrojom každého štátu v snahe generovať vplyv. Čínska ľudová republika bola v tomto smere od úvodu tisícročia veľmi úspešná, vďaka čomu sa v medzinárodnom systéme začala dostávať do pozícií, na ktoré si z hľadiska vlastnej histórie, veľkosti a potenciálu legitímne nárokuje. Príklady zo zahraničia zároveň upozorňujú na skutočnosť, že ani čínska zahraničná politika by nemala byť prijímaná nekriticky a zasluhuje si obozretný prístup a uvážlivú diskusiu. To celé pri rešpektovaní nielen čínskej osobitosti, ale aj zohľadnení reálií veľmocenského súboja viditeľného v úvode 21. storočia. V tomto kontexte nemožno abstrahovať od detailného pohľadu na čínsku mäkkú moc, ako jedného z kľúčových nástrojov generovania vplyvu vo svete. Jej poznanie a pochopenie je nevyhnutným predpokladom pre relevantné vyhodnocovanie praktík a motivácií zahraničnej politiky Číny, no zároveň môže poslúžiť ako usmernenie v snahe vytvoriť adekvátny prístup voči tejto navrátivšej globálnej veľmoci.

The aim of this publication, entitled Truth vs. Post-Truth. „It is not true, but it could be.”, is to highlight the threats arising from the issue of the spread of disinformation, conspiracies and hoaxes today, reflecting not only on the national context, but also on the impact of these elements in the international environment.

The proceedings consist of 12 articles written in Slovak and English. The individual contributions deal with selected topics and aspects of the spread of disinformation, conspiracy theories or hoaxes, among others in the context of elections, media landscape and politics.

The topics of the contributions are the limits of freedom of expression, media freedom and regulation in the media space, the issue of propaganda or information warfare. The present volume also includes papers focusing on issues in the field of political ideologies or the issue of false narratives about the COVID-19 disease.

The textbook entitled Political Systems of the BRICS States is published as an output of the KEGA 014UPJŠ-4/2020 Innovative Model of Education Leading to Active Citizenship as a Prevention of the Rise of Political Extremism among Students. The aim of the given publication is to present the basic principles of the political systems of the BRICS bloc states and to provide the reader with the nature and character of the bloc's functioning.

The textbook consists of an introduction and five further chapters. All sections are written in Slovak. The individual chapters focus primarily on characterizing the historical development of the BRICS states, the evolution of their constitutionalism, public administration, and on defining the legislative, executive, and judicial branches of power

The individual chapters describe the political systems of the states: Brazil, the Russian Federation, India, China, and South Africa. The introductory chapter of the textbook contains the characteristics of the development and formation of the bloc, as well as information on the cooperation among the BRICS members.

The university textbook Citizenship of the European Union is structured into four parts. The first chapter focuses on the characteristics of citizenship in a historical context (concepts of citizenship in the ancient, medieval and modern periods). The second chapter deals with a theoretical introduction to citizenship. It comes up with the characteristics of citizenship, introduces the ways of acquiring and losing citizenship and the transformations of citizenship in the context of globalization and multiculturalism. The third chapter focuses on European Union citizenship itself, its historical development and the process of introducing and strengthening citizenship in the European Union. The fourth chapter presents the specific rights of citizens deriving from European Union citizenship - the right to free movement, the right to vote and stand as a candidate in municipal and European Parliament elections, the right to diplomatic and consular protection in the territory of a third country, the right to petition the institutions of the European Union, the right of access to documents of the institutions and bodies of the Union, and the right of initiative of the citizens of the European Union.

Research Into Correlations Between Deformations of Political Awareness and the Increase of Political Extremism Among Secondary School Students in the Košice Self-governing Region and the Prešov Self-governing Region The issue of political extremism has a relatively long research period, and it should be emphasised that, especially in the recent period, it has received increased attention in the political science community not just in Slovakia but also abroad. Given the specifics of this anti-democratic form of political discourse, which has not only explicit forms, but also highly sophisticated manifestations against democracy (extremism of the centre, or centrist extremism), it is also addressed by experts of other humanities and social disciplines: history, psychology, anthropology, sociology, etc. The common interest of this professional community is both to analyse different forms of extremist discourses and narratives, to search for national specificities of extremism that are anchored in their historical, social and cultural contexts, but at the same time to reveal transnational extremist influences within a globalizing world and to propose evidence-based strategies to counter extremist discourses.

The presented Collection Volume is dedicated to three framework areas, namely justice, community and freedom. These are the thematic areas of the 30th IVR World Congress, on the occasion of which a meeting of its Slovak section was held. The published contributions focus on the main topic of the congress, which is also the central topic of legal and social sciences. Thus, in the Collection we will find reflections on the freedom of the individual in society, its various shades of meaning and forms. The question of the organization of social relations in the form of the degree of participation of citizens in state power in the context of the democratic form of government and its current challenges should not be neglected either. Thus, the institutions of direct and indirect democracy, the dangers of the lures of the so-called totalitarian democracy, or the question of identities in a postmodern pluralistic society. The question of justice in procedural law is not avoided either. The collection thus provides the reader with a wide area of research from legal-philosophical questions, through questions of the theory of the constitutional state, to their application in legal practice. Geographically, it maps the events in the Central European and wider European area with an impact on their global dimension. The publication can thus become a useful source of knowledge and current developments in jurisprudence and its main topics with the aim of a better understanding of social reality.

The conference is a traditional activity that is annually organized by the Faculty of Public Administration, P.J. Šafárik University in Košice. It is primarily intended for doctoral students and young researchers to facilitate open discussion, exchange of views, and mutual confrontation of the results of creative scientific activities. This includes not only colleagues from Slovakia but also participants from abroad. The peer-reviewed articles provide, on one hand, a multidisciplinary perspective on the theoretical definition of public administration in the context of a functioning legal state. On the other hand, they also highlight practical aspects of public administration in everyday societal life. The contributions analyze the issues from the perspective of legal, economic, sociological, and political sciences.
