The textbook Citizenship in the Context of the Ethics of Care seeks to introduce students of the humanities and social sciences to current issues of citizenship from the perspective of a specific moral-philosophical theory—namely, feminist moral philosophy, specifically the feminist ethics of care. Traditionally, the topic of citizenship and its related questions have been perceived and studied primarily as subjects of political thought and political theory.

We predominantly consider citizenship as a political category, which is mainly the domain of political science or, at most, other social science disciplines. However, both the past and the present urge us to reflect on citizenship in connection with humanity and solidarity, and thus from a moral perspective. Understanding citizenship solely as a political category and political institution is insufficient. The conceptual separation of politics from morality and ethics results in difficulties in grasping citizenship as a morally relevant category and as an ethical value. This, in turn, prevents us from critically analyzing the assumptions underlying our understanding of citizenship and, ultimately, from identifying the causes and factors that contribute to the failures of civil society, as well as the shortcomings and deficits in the realization of citizenship as a vision based on freedom, equality, and solidarity.

Thus, the textbook clarifies the values associated with democratic citizenship, while also highlighting the potential of the feminist ethics of care as an analytical, evaluative-critical, and applicative tool for understanding and examining the concept of citizenship and the practice of citizenship as a caring practice, and as the practice of caring for a good life in civil society.

Reviewed Proceedings of the 3rd Annual International Doctoral Student Conference, February 15, 2018

On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

The first study, which concentrates on the characteristics of teachers' work, describes broader theoretical foundations and defines basic concepts related to work.

It also provides an analysis of the work of university teachers, identifying several shortcomings. The research findings revealed significant differences in the time demands of tasks performed by teachers and in the perceived importance of these tasks. Teachers utilize their working time fund beyond 100%, and it can be expected that the teacher population considers their tasks as rather important to definitely important. There is a relationship between the estimated time demands of certain tasks and the perceived importance of these tasks. Based on the findings, conclusions and proposals for intervention measures are formulated, and a construct of key competencies of university teachers is presented, which includes basic, social, pedagogical, research, and managerial competencies.

The second study analyzes the level of satisfaction, self-fulfillment, competencies in teachers' work, and the prestige of the teaching profession in relation to gender, academic rank, seniority, and the specific field of expertise.

The third study, which deals with the topic of teacher career, provides an overview of theoretical foundations of career.

The competences of local self-government units, together with the state's participation in their execution, represent a combination of factors that substantially determine image of contemporary local self-government subsystem in Slovak Republic.

Mentioned combination is not only a model that sets the way for the optimal adjustment of the local self-government functioning, but also represents authentic testimony of the state's attitude to the real importance of local self-government units as decentralized entity of public power.

Conference proceedings have a cross-sectional character. In this sense, the papers are not limited by the views of a single discipline. However, the key contribution of included papers might be a comprehensive view, how to improve actual tensions in local self-government theory and practice, which from the conceptional point of view deals with issues of local self-government units. Moreover, it fulfils the ambition of multidisciplinary scientific analysis focused on the position and competences of the local self-government in the context of an economic, political and legal perspective.

From June 14 to June 17, 2022, the 8th annual Spring School for Doctoral Students at Pavol Jozef Šafárik University in Košice will take place in Liptovský Ján. The scientific program of the spring school will comprise 3 plenary lectures by leading scientific experts and 1 workshop. Doctoral students will present their research papers in two sections: 22 doctoral students of Faculty of Public Administration, Faculty of Law and Faculty of Arts, and 26 doctoral students of Faculty of Medicine and Faculty of Science. The scientific programme of the spring school will also include a panel discussion with the management of Pavol Jozef Šafárik University in Košice.
