The presented publication offers an overview of accounting issues and is focused on bookkeeping in budgetary organizations established by municipalities and higher territorial units. The introduction points out the basic principles of accounting and the need for harmonization. It then focuses on the specifics of financing in self-governing budgetary organizations and their accounting representation.

Subsequent sections are dedicated to individual accounting classes, where basic concepts are defined and entries of selected accounting cases are explained. The final part covers the accounting closing, which defines activities related to closing the accounting period and highlights the process of preparing the financial statements.

Budgetary organizations belong to public administration entities that prepare only individual financial statements, which, however, are included in the consolidated financial statements of their founder. Following from this, the concluding subchapters are also devoted to a brief explanation of the essence of consolidation, the need for audits, and the methods of disclosing data from financial statements.

Collection of contributions from 8th annual conference of the international doctoral conference "Theory and Practice of Public Administration", which took place on February 17, 2023 online through Microsoft Teams under the auspices of the Faculty of Public Administration of the Pavol Jozef Šafárik University in Košice.

The conference was attended by 32 doctoral students from the Slovak Republic, Ukraine, and African countries. The conference allowed the participants to present the results of their scientific research activities in the field of public administration. The conference participants were divided into 4 sections according to the topic of their contribution. In the political science section, the participants presented contributions thematically focused, for example, on the solution of green issues in the Slovak Republic or the influence of the political culture of the inhabitants of the Slovak-Ukrainian border on local and regional political processes.

The social section provided a space for presenting contributions and discussing, for example, the impact of the COVID-19 pandemic on marginalized groups in the Slovak Republic. In the economic section, participants presented contributions from, for example, the field of waste management or the impact of employing foreigners on the economy of the Slovak Republic. The legal sections dealt with, for example, the topic of current changes in public procurement, the activities of VÚC councils or the protection of personal data of minors in the online space.

The peer-reviewed non-conference proceedings entitled: "Quality of life of citizens - challenges, determinants and solutions" is one of the outputs of the VEGA project no. 1/0055/22 "The importance of smart technologies in the process of mitigating the economic and socio-psychological impacts of the COVID-19 pandemic on the quality of life of population.", which is being addressed at the Pavol Jozef Šafárik University in Košice, Faculty of Public Administration, Department of Economics and Public Administration Management.

The papers published in this proceedings support the research part of the investigators of the scientific project with their content. At the same time, they create a professional and scientific diapasone for further investigation and creation of scientific hypotheses.

Communication is a significant and integral part of human existence. It also plays an important role in individual organizations, whether of a production or non-production nature. Without communication, it would not be possible to manage these organizations and achieve the set goals.

The aim of the scripts was to address the issue of communication and apply it to public administration organizations. The scripts begin by elaborating on the topic of information, which is an essential component of every communication process. The content of subsequent chapters focuses on the objectives and tasks of communication within an organization, various types of communication, barriers that may arise in communication, strategies for improving communication effectiveness in an organization, and specific communication strategies regularly encountered in different organizations.

Emphasis is also placed on the communication skills of managers, without which they would not be able to effectively manage the organization and lead their subordinates toward achieving organizational goals.

Učebný text z teórie práva sa pokúša priblížiť a objasniť právo vo všetkých dôležitých javových formách predovšetkým študentom prvého ročníka právnického štúdia a má propedeutický charakter. Vychádza z historického vývoja názorov na pojem právo a zo skúmania jeho rôznych významov. Hľadá spoločné znaky a odlišnosti medzi právnymi normami a inými normami správania (morálka, spravodlivosť). Dôraz kladie na skúmanie práva ako súboru právnych pravidiel vydaných a uznaných legitímnou autoritou, záväzných pre všetky subjekty právnych vzťahov. Klasifikuje systém práva a jeho štruktúru. Od tvorby práva prechádza k prameňom práva, so zreteľom na systém práva Slovenskej republiky, ale aj Európskej únie. V nadväznosti na pramene práva predkladá analýzu právnych noriem: ich pojem, znaky, štruktúru, druhy a pôsobnosť. Právne vzťahy vo svetle ich predpokladov a prvkov chápe ako vzťahy upravované právnymi normami. S realizáciou a aplikáciou práva súvisí výklad práva, spojený s otázkami analógie v práve. Právna zodpovednosť je prezentovaná ako ústredná právna kategória vychádzajúca zo schopnosti (nevyhnutnosti) niesť následky svojho konania: predmetom pozornosti sú predovšetkým objektívna zodpovednosť a subjektívna zodpovednosť. Záverečná časť sa týka právneho štátu ako ideálneho „miesta deja“ vo vzťahu k opísaným formám práva a ich uskutočňovaniu, zaoberá sa historickým vývojom i súčasným stavom modelov Rechtsstaat – Rule of Law, ako aj princípmi ich fungovania. Učebný text má poskytnúť orientáciu v základných pojmoch a odkázať na bohaté zdroje odbornej literatúry, ktoré možno študovať paralelne.

Zámerom autorky textu je uľahčiť pochopenie základných atribútov pracovného práva prostredníctvom identifikácie ťažiskových právnych inštitútov a právne významných väzieb medzi nimi s ohľadom na verejnoprávne zameranie.
