Zborník z XIII. ústavných dní s názvom „Konanie o súlade právnych predpisov – návrhové oprávnenie a účinky rozhodnutí ústavného súdu“ reflektuje novú právnu úpravu účinnú od 1. januára 2025, konkrétne čl. 127 ods. 5 Ústavy SR, ktorá rozširuje právomoci sťažovateľov iniciovať konanie o súlade právnych predpisov prostredníctvom Ústavného súdu Slovenskej republiky. Príspevky renomovaných odborníkov mapujú teoretické aj praktické výzvy spojené s touto novou kompetenciou. Zborník tematicky pokrýva otázky týkajúce sa iniciačných mechanizmov senátov Ústavného súdu, derogačných a časových účinkov rozhodnutí či komparatívnych skúseností z Českej republiky, Maďarska a Poľska. Publikácia zároveň ponúka reflexiu širších javov, ako je judicializácia politického života, či rast implicitných právomocí ústavných súdov. Niektoré príspevky sa zameriavajú na otázky právnej istoty a retroaktivity derogačných nálezov, najmä v konaniach iniciovaných všeobecnými súdmi. Iné analyzujú aplikačné dopady spojenia individuálnej ústavnej sťažnosti a abstraktnej kontroly právnych predpisov. Publikácia obsahuje aj úvahy o ústavnoprávnych dôsledkoch porušenia konzultačnej povinnosti s Európskou centrálnou bankou. Nechýbajú reflexie o možnostiach ústavného preskúmania noriem v oblasti rozpočtovej zodpovednosti. Zborník ponúka pestrú škálu domácich aj komparatívnych prístupov k výzvam spojeným s novou rozhodovacou agendou. Je tak hodnotným príspevkom do diskusie o posilnení ochrany ústavnosti v Slovenskej republike.

Filozofické dedičstvo Jana Patočku ponúka vo svojom celku významné reflektovanie novovekého filozofického myslenia. V našich doterajších domácich historicko-filozofických skúmaniach sa však doposiaľ tejto skutočnosti venovala len veľmi malá pozornosť. Z uvedeného dôvodu je preto prirodzené, že sa chceme po prvýkrát pokúsiť o celostnejšie zachytenie Patočkovho chápania novovekej filozofie. Kolektívna monografia Patočka a grécka filozofia, ktorú sme spracovali ako prvý výstup riešenia projektu APVV, dostáva tak svoje pokračovanie v druhej monografii Patočka a novoveká filozofia. Zavŕšenie nášho úsilia bude potom predstavovať kolektívna monografia Patočka a filozofia 20. storočia.

V predkladanej práci nám ide o predstavenie rozhodujúceho odkazu novovekej filozofie v Patočkovom filozofickom diele. Význam jeho filozofickej výpovede k tomuto dejinno-filozofickému útvaru je prekvapujúco stále živým, aktuálnym filozofickým dedičstvom, bez pochopenia ktorého sa dá len veľmi ťažko komplexne uchopiť hodnota Patočkovho filozofického odkazu. Tomuto poznaniu sme podriadili ako výber, tak aj obsahové naplnenie jednotlivých kapitol našej novej práce.

Reviewed Proceedings of the 3rd Annual International Doctoral Student Conference, February 15, 2018

On February 15, 2018, the Faculty of Public Administration at Pavol Jozef Šafárik University in Košice hosted the second annual doctoral student conference on the theme of "Theory and Practice of Public Administration." For the first time, this academic event took on an international dimension, with participants from partner universities (faculties) in the Czech Republic and Poland, alongside representatives from six Slovak faculties.

The conference, following a brief opening session addressed by the Dean of the Faculty, Assoc. Prof. JUDr. Mária Hencovská, CSc., PhD, was organized into three sections: political science, legal, and socio-economic. Each presenter shared the results of their research, aligning with the title and content of their contribution. The event maintained a scientific-discussion format, with moderated discussions following each presentation or group of thematically related presentations.

Mikuláš Jančura - Maroš Melichárek (eds.)

The Student Scientific Conference is defined as a compulsory elective subject within the accredited study programs of the Department of History at the Faculty of Arts, UPJŠ. It was organized for the first time at the department in 2011.

The primary goal of this already traditional event is the presentation of partial results of student-authored research, primarily linked to selected factual parts or theoretical foundations of bachelor’s and master’s theses. This also explains the broad thematic spectrum of the internal content of each conference. Besides awarding credits for participation, the conference offers students a range of added values, which can be understood as its secondary objectives.

On this basis, as organizers, we considered it beneficial to qualitatively elevate the “round” anniversary edition of the Student Scientific Conference and give students the opportunity to publish their contributions. Within the submitted proceedings, 7 texts are published, of which 4 are from the bachelor’s level and 3 from the master’s level of study. The contributions cover a wider spectrum, mainly cultural-historical topics spanning from the Early Middle Ages to the second half of the 20th century, which also demonstrates the wide range of thesis topics processed at the department.

As organizers of the event, we have the ambition for publishing the proceedings to become as much a tradition as the Student Scientific Conference itself, as we consider this meaningful in relation to our work with students. Last but not least, we would like to express our gratitude to our colleague and friend Mgr. Henrich Hrehor, PhD., who has been the long-term main organizer and the “spiritual father” of the entire event since 2011. Thanks are also due to the head of the department for annual support and to the colleagues who undertook the reviewing of contributions within the submitted proceedings.

In Košice, there are several universities whose students and graduates have the potential to develop themselves and their social environment. Although the current prevalence of overweight and obesity in this part of the Slovak population is not high, early prevention can influence its increased occurrence in higher age categories.

The university provides sufficient space and time for this prevention. It offers the opportunity to explore factors that play a crucial role in weight gain among university students and to propose forms of interventions for creating a healthy lifestyle. One such form was a program focusing on body weight modification, which we introduced into the physical education curriculum for students of various faculties at Pavol Jozef Šafárik University in Košice, even after the grant project ended.

Legal norms regulate everyday life. We learn about the rights and obligations that arise for us from these norms through language. It is therefore very important that they are created in such a way that all levels of society understand them, not only recipients with legal education.

The Labour Code is a norm of everyday use, and so far there is no publication that approximates or clarifies the understanding of the provisions of this law through the prism of its language. The main goal of the publication is to apply the acquired linguistic knowledge about the pitfalls of the comprehensibility of legal language for the general public to the Labour Code and thus enable its more adequate understanding. Our ambition is not a comprehensive interpretation of the provisions of the Labour Code, which give the impression of incomprehensibility for the average addressee.

We focused on selected problematic phenomena observed and identified during the solution of the VEGA grant project no. 1/0526/17 Linguistic and Sanctioning Mechanisms in the Creation and Operation of Labor Law Norms and strived for a conceptual approach to their examination enriched by empirical research.

The Index Seminum 2022 of the Botanical Garden of the Pavol Jozef Šafárik University contains a list of 246 seed samples offered for the international exchange among botanical gardens on the world. It includes seeds collected from the wild plants in natural localities of Slovakia with a detailed description of the localities with coordinates and date of collection (99 samples) and seeds of plants grown in the Botanical Garden (12 samples) and seeds from Exposition of the Tatra Mountain Nature of the State Forests of Tatra National Park, Tatranská Lomnica (58 samples) as well as 77 seed samples from Hrádocké Arboretum of the Secondary Forestry School of Jozef Dekret Matejovie in Liptovský Hrádok. The index includes a desiderata table that can be used when ordering seeds.

Obdobie staršej dospelosti je aj pre psychológiu príležitosť urobiť syntézu svojej prírodovednej tradície a filozofickej tradície. Psychológia sa takto môže lepšie napojiť na mentálnu prácu ľudí žijúcich toto vekové obdobie staršej dospelosti usilujúcich v rozličnej miere o  komplexicitu vo svojom živote. Psychológia môže pomôcť tomuto úsiliu, pretože celistvosť človeka je aj programom jej rozvoja. Publikácia rozpoznáva seniora  nie len ako objekt, ale aj ako subjekt usilujúci o svoju podmetovosť na jeho celoživotnej ceste. Priatie veku hľadá svoje optimálne vyjadrenie a je možné najmä v súvsťažností psychologického a spirituálneho vývinu človeka. Psychológia staršieho človeka objavuje starobu nie ako totalitu vyraďujúcu človeka  z cyklu života, ale ako obdobie výberu pre život dôležitých domén spojených s preladením do vnútra, ktoré doceňuje pokoj. V tejto optike sa selektujú veci a javy tak aby nerušili, ale harmonizovali. To nie je odmietnutie vonkajšieho, ale rozlíšenie kedy dáva zmysel. Staroba preveruje aj spoločnosť , verejnosť, ktorá by mala odrážať úroveň procesov starostlivosti o duševno. Aby svet urobilo užitočným pre človeka, ale je aj dôvodom ako to vyjadril Patočka samotnej starostlivosti o toto duševno. Pozícia starého človeka v spoločnosti je obrazom toho akú váhu spoločnosť prikladá duševnému životu ľudí. Publikácia prináša poznatky psychologickej povahy o tomto vekovom období a v špeciálnej časti informácie okolo pomáhania a poradenstva.

Collection of Papers from the 8th Student Symposium held on April 20–21, 2015 in Danišovce

The capture of the historic Syrian city of Palmyra by fighters of the radical Islamic State caused shock among the global public. The main reason is the barbarism with which this organization proceeds, not only in relation to the treasures of the world’s cultural heritage. The situation in the Middle East, where cultural treasures of inestimable value are under direct threat, demonstrates how fragile the world’s cultural heritage is. The reaction of the international public and world leaders shows how sensitively the destruction of cultural heritage is perceived.

The quoted statement chosen by the editors relates to the threat posed by the Islamic State—however, the spirit of this statement can be applied to any cultural wealth that forms part of the world’s cultural heritage. The destruction or damage of these values primarily represents a loss for humanity as such. Each destroyed artifact of world cultural heritage signifies the disappearance of a unique legacy left by previous generations for the future. At the same time, cultural heritage must be understood as a broad spectrum of assets—both tangible and intangible. Their legal protection was the topic of this year’s symposium. As with any social interest, the protection of cultural heritage can be ensured through various mechanisms and under different forms of social organization.

These diverse approaches are unified by law as a normative system. The question for the 8th year of the symposium on international law was what role international law plays in the protection of cultural heritage. In the context of the European region, the role of the European Union as a regional organization was examined.

The textbook Semiconductor Elements was developed gradually over the past years as an aid for second-year master's students in condensed matter physics. It is intended to support students’ understanding of lectures, considering that important texts, mathematical relationships, and illustrations are provided in advance in the form they will be presented during the lecture.

This allows students to supplement individual pages with their own notes during the lecture, either electronically or in printed form. In this way, a study aid is created for the student, which I believe will help with the final review of knowledge gained throughout the semester in preparation for the exam. This textbook is not meant to serve as standalone literature but is designed to assist orientation in the literature, which is abundant in English but mostly written for scientists, researchers, and students for whom this topic is central and not just one of many parts of their education. Therefore, it is not allocated a larger scope in the study program.
